00:09the former secretary of Roberto Bernardo,

00:12the former president of the Senate Blue Ribbon Committee.

00:30Sa pagsisiwalat ni Bernardo ng kanyang nalalaman ukol sa pangungomisyon sa flood control projects,

00:36kanyang isinangkot si na Sen. Cheese Escudero, pati mga dating senador na si Nabong Revilla at Nancy Binay

00:42at si dating House Appropriations Committee Chairman Zaldico.

00:46Si Congressman Corao tumawag kay Bernardo para magtanong tungkol kay dating Bulacan 1st District Engineer Henry Alcantara.

00:52Engineer Alcantara then told me that Kong Zaldico was asking for a 25% commission

00:58and out of that amount, 2% was to be shared equally between Engineer Alcantara and myself.

01:05In his exact words,

01:07Boss, hati na tayo sa 2%.

01:10Furthermore, Engineer Alcantara would tell me every time

01:14that he made deliveries of cash to Congressman Zaldico in compliance with his commitment.

01:19Sabi rin ni Bernardo, nagbigay siya ng komisyon para law kay dating Senate President Cheese Escudero.

01:25Ayon kay Bernardo, binigay umano niya ang pera sa kanilang common friend na negosyanting si Maynard Ngo,

01:31isa sa campaign contributors ni Escudero.

01:34Base sa Statement of Contributions and Expenditures o SOSA ni Escudero,

01:38nagbigay si Ngo ng 30 million pesos para sa kampanya ni Escudero noong 2022 elections.

01:43Maynard Ngo asked me to submit a list of projects.

01:47I personally submitted a list of projects to Maynard Ngo

01:50and some of the items therein pertaining to Valenzuela and Marinduque projects

01:55were subsequently included in the General Appropriations Act.

01:59When I gave him the list and in relation to the commitment,

02:02I asked him,

02:04Boss, paano to?

02:05Maynard replied,

02:07Bahala ka na.

02:09I asked,

02:10Boss, okay na ba ang 20%?

02:13Maynard said,

02:14Okay.

02:16After inclusion of the projects in Daga,

02:19I delivered 20% of approximately 800 million or about 160 million

02:24to Maynard Ngo, which was meant for Sen. Escudero.

02:29Mariing itinanggi ni Escudero,

02:30ang ani ay mga malisyosong paratang.

02:33Patutunayan daw ni Escudero na nagsisinungaling si Bernardo.

02:36Tila meron daw mabusising plano na atakihin ang Senado at mga miyembro nito

02:47Nasaan daw si Rep. Zaldico at dating House Speaker Martin Romualdez?

02:512024 naman daw nang magkita si Bernardo at si dating Sen. Bong Revilla.

02:55Nagbigay rin siya ng listahan ng koryekto kay Revilla.

02:59Sen. Revilla asked for a commitment which I suggested

03:02then he approved at 25% of the total amount of the projects indicated in the list here to attach as Annex C.

03:11I relayed the 25% commitment to Engineer Alcantara

03:16and told him that Sen. Revilla will appreciate additional contributions for his senatorial re-election bid.

03:23Engineer Alcantara collected the 25% commitment or about 125 million

03:28which was turned over to me and then delivered to Sen. Revilla in his house in Cavite.

03:34Kinundinan ni Revilla ang mga aligasyon ni Bernardo laban sa kanya.

03:37Wala raw itong katotohanan.

03:39Handa raw makipagtulungan ang dating senador sa anumang imbestigasyon o prosesong legal.

03:44Kaisa rin daw siya ng publiko sa panawagang may dapat managot.

03:48Pinanggit din ni Bernardo si dating senador at ngayong Makati City Mayor Nancy Binay.

03:522024 nang tawagan daw siya ng nagpakilalang staff ni Binay na si Carleen Villia

03:57at humingi raw ng 15% sa mga proyekto nito.

04:00I relayed the 15% commitment to Engineer Alcantara.

04:04Engineer Alcantara collected 15% commitment or about 37 million

04:09which was turned over to me and which I then delivered to Sen. Binay at a house in Quezon City.

04:16Sa isang Facebook post, sinabi ni Binay na walang katotohanan ang mga bintang sa kanya.

04:22Nakakagulat daw na nagagamit siya para ipanglihis saan niya yung mga tunay na kailangang panagutin sa issue.

04:27Dagdag niya, above board at walang bahid ng pagdududa ang kanyang performance sa public service.

04:332024 tumawag naman daw kay Bernardo si ngayoy Dep and Undersecretary Trigiv Olaivar

04:38na dating nagtatrabaho sa mga senador, kabinang si dating Sen. Bong Revilla.

04:43Yusek Olaivar personally called me for a meeting to discuss about unprogrammed appropriations

04:49supposedly for the office of the Executive Secretary.

04:53In the said meeting, he requested me to submit a list of projects.

04:57After the meeting, I asked Bulacan First DEO to prepare a list of projects for funding.

05:02Thereafter, Engineer Alcantara submitted a list of projects worth 2.85 billion here to attach as Annex B is a list of those projects.

05:15Subsequently, I submitted this list to Yusek Olaivar.

05:19Yusek Olaivar told me that the commitment is 15 percent, in his words, boss Quincyan.

05:26Thereafter, the DPW has received a special allotment release order for 2.85 billion for the projects.

05:34Itinanggi ni Olaivar ang mga aligasyon at bukas siya sa anumang investigasyon kaugnay nito.

05:39Para raw magkaroon ng patas na investigasyon, kusa siyang maglilive of absence sa kanyang posisyon sa Dep Ed.

05:46Itinanggi rin ni Executive Secretary Lucas Bersamin ang paratang tungkol sa 15 percent commitment na sinasabi ni Bernardo.

05:52Wala raw kinalaman ang kanyang tanggapan sa mga alokasyon sa budget ng DPWH.

05:57Wala rin daw transaksyon ng Office of the Executive Secretary kina Bernardo o Olaivar.

06:02Nagpa-refer din daw kay Bernardo si Commission and Audit Commissioner Mario Lipana ki Alcantara.

06:07Naka-medical leave ngayon si Lipana at nagpapagamot daw sa ibang bansa ayon sa COA.

06:12Ang sinabi ni Bernardo na 15 percent na commitment kung tawagin para sa ilang politiko,

06:17iba sa mga sinasabi ng ibang tumistigong dating DPWH officials na 25 percent.

06:23Kaya tanong ni Sen. Erwin Tulfo, nasaan daw ang natitirang 10 percent?

06:27So sa palagay mo, sinabi niya po, nasaan kaya napunta po yung 10 percent?

06:32It's either po kay Boss Henry o kay Boss Robert. Hindi po sa akin.

06:37Agree po na 25 percent po to up to 30 percent po yung pinagagayak po.

06:43Will it be safe to say, Engineer Alcantara, na yung 10 percent napupunta lang siguro kay Yusek Bernardo?

06:53Wala po kong personal na leads.

06:55Pero kayo po, pag inabot din yung nasa 25 percent, lahat po yun?

06:59Yes po.

07:00Ayon sa Department of Justice, provisionally accepted sa Witness Protection Program si dating Yusek Bernardo.

07:05Gayun din ang mga dating DPWH Bulacan official na sina Alcantara, Hernandez at Mendoza at ang mag-asawang Pasifiko at Sara Descaya.

07:14Ibig sabihin nito, bibigyan sila ng proteksyon ng DOJ, particular sa siguridad at escort.

07:20Pero hindi ibig sabihin nito na wala na silang pananagutan.

07:23We have to be very careful because once you give the person the status of a state witness,

07:30then you discharge them from criminal and civil liability.

07:34Sinasabi nga namin, pag nagsabi ka ng totoo at ikaw naman ay hindi nakuha ang state witness,

07:40at least pwede ka mag-pre-bargain.

07:42You can reduce the gravity of the penalties that can be imposed on you by showing good faith.

07:48Kasi hindi naman pwede lahat state witness.

07:50Kailangan may managot pa rin.
