00:00The government is speeding up the completion of multiple mega-railway systems as laid out in a 30-year master plan the Department of Transportation laid out in today's third Philippine Railway Conference.
00:12Among the more immediate objectives of the DOTR include the quick resolution of right-of-way issues as provided for in Republic Act 12289 or the Accelerated and Reformed Right-of-Way Code.
00:25Our Bernard Ferrer fills us in with more.
00:30Arabella's daily commute from Tanza, Cavite, to the Paranaque Integrated Terminal Exchange or PITX takes about an hour.
00:38That's why she says it would be a huge relief if the Talabas station of the LRT1 Cavite extension in Bacoor begins operations.
00:45According to Arabella, it would significantly ease her commute to and from work, especially during rush hour.
00:52It will get half an hour. Sobra. Yung LRT kasi sobrang bilis niya lang eh. Hindi mo mararamdam.
00:57Like, parang nakupo ka lang, nagsasalpon ka lang ilang minuto, nandoon ka ka na sa location na pupuntahan mo.
01:02During the Third Philippine Railway Conference, the Department of Transportation or DOTR presented its 30-year railway master plan aimed at ensuring the continuous development of the country's railway system.
01:14Mega-railway projects are considered among the key transformational solutions due to their cost efficiency compared to other transport infrastructure.
01:22Pinag-iisipan na natin kung ano yung sunod na mga kailangan pa natin itayo for the next 30 years dahil sa, again, hindi overnight na maghanda ng isang railway project.
01:34Meron tayong grant galing sa Dry Cup para dun sa ating master plan at meron din tayong facility from the ADB na susuporta sa ating master plan.
01:44So far, the DOTR has awarded 56 railway contracts.
01:48Aside from the LRT-1-Cavita extension, construction continues on several other big-ticket railway projects, including MRT-7, North-South Commuter Railway or NSCR system, Metro Manila Subway project, rehabilitation and maintenance of MRT-3.
02:04One of the major challenges faced by the DOTR is the issue of right-of-way.
02:08To address this, the government is implementing Republic Act No. 12289 or the Accelerated and Reformed Right-of-Way Act.
02:16It is also increasing manpower and enhancing coordination with stakeholders.
02:20Partial operations of the NSCR from Valenzuela to Malolos, Bulacan are expected by 2027.
02:26Between now and 2027, tayo ay uusad na dun sa installation ng mga tracks, installation ng powers natin, ng signaling.
02:34So at least for that initial segment, we're almost done with right-of-way.
02:39Para dun sa mga susunod, yung papuntang Clark, papuntang Calamba, ay inaasahan natin matapos yan na between 2026 and 2027.
02:48The Light Rail Manila Corporation or LRMC has also submitted a proposal to help improve the unified Grand Central Station.
02:56These projects are expected to not only benefit daily commuters, but also to improve the flow of commerce,
03:02not just in Metro Manila, but in nearby provinces as well.
