00:30We are the Executive Director of the Kingdom of Thailand's fully support arts and unity, solidarity, and our Chair's commitment to peace.
00:40We join all members in calling for the restoration of tensions and the restoration of security along the Thailand-Cambodian border.
00:53In this period, Thailand must respectfully oppose certain provisions of the drug reservations, upholding arts and solidarity and principles to ensure regional stability and its challenges sponsored by Cambodia for the following reasons.
01:15Thailand and Cambodia have been engaged in continuous high-level talks, including the General Border Committees, or GBC, to implement the July ceasefire.
01:28Indeed, our recent GBC sessions have been praised as successful use of bilateral mechanisms to resolve differences.
01:40This mechanism and the Regional Border Committees are already effectively addressing security and humanitarian concerns.
01:50Facing our bilateral dispute in a multilateral resolution risks criticizing it and undermining this effort.
02:04We believe this principle remains our Cambodia decision to raise what is essentially authentic Thailand-Cambodian issue in a multilateral electoral setting in appropriate.
02:18We urge that such issues continue to be resolved through the ongoing one-on-one dialogue between Bangkok and Phnomahe, where honest trust-building measures are underway.
02:34Thailand welcome the role of ASEAN observers and is, in fact, leading the interim observer team along our border to monitor the ceasefire and protect students.
02:48Thailand has consistently stated that this ASEAN-Cambodian IOT is the most practical and effective mechanism for rapid monitoring.
02:59In short, the IOT is active and functioning under the term accepted by both sides.
03:07It is neither needed nor helpful to reactivate or expand this framework in a preliminary resolution.
03:16In fact, the IOT would not improve the ceasefire.
03:24Later, it could politicize a sensitive bilateral confidence-building measure that would provide broadband support.
03:33The administration called for Cambodia and Thailand to reopen the border as soon as possible,
03:40addresses resistant concern about trade and livelihood.
03:46Thailand shared the goal of peaceful, prosperous border region.
03:52However, we cannot ignore the very real security issue on the ground.
03:59The Thai government has made clear that no border crossing will reopen until three strict conditions are met.
04:08First, withdrawal of heavy weapons.
04:12All vast private arms must be pulled back from the frontier to avoid any chance of renewed hostility.
04:20Second, demanding cooperation.
04:24Joint humanitarian efforts must clear landmarks and unexplored ordnance from our shared border, ensuring safe passage for civilians.
04:38Third, crackdown on cross-border crowd.
04:42Both sides must take visible action against the network of scam operations and illicit activities based in part of Cambodia or the zone.
04:54These scams affect many countries, especially within ASEAN.
