00:00Is the EU about to start scanning your text messages?
00:05For years, claims have been circulating that the European Union wants to enable governments
00:10and private companies to read people's text messages as part of a planned law clamped down
00:15on online child sexual abuse. Recently, these claims have intensified with users alleging
00:20the blog will scan all encrypted messages even as they're being typed, making users fear for
00:26their privacy. It's often referred to as chat control. But the idea that Europeans have to
00:31brace themselves for the immediate end of private messaging is misleading. The possibility of
00:37scanning private messages is part of this planned new law on child sexual abuse and it is indeed
00:42being considered. But the Commission is proposing specific and limited detection orders. While
00:47there are legitimate concerns that this could spell the end of digital privacy as we know it,
00:52proponents insist that detection orders do not apply by default to everyone and would
00:57be limited in time and scope. They would also have to be requested by a national authority
01:02and then approved by a court or an independent authority. Secondly, the Commission's proposal
01:06is only the starting point. For the law to pass, the European Parliament and the Council of the EU
01:11both need to agree on exactly the same text, which has not happened yet. In fact, the Parliament has
01:17already voted for changes that go against broad scanning, especially for encrypted apps. And the
01:22Council is itself split. A majority of countries like France, Spain and Italy are in favour of strong
01:28scanning rules, while Austria, the Netherlands and Poland have said they will not accept them. Others,
01:33including Germany and Belgium, remain undecided. Because of this division, several planned votes have
01:38been delayed. A new one is now scheduled on the 12th of September. So there is a legitimate debate
01:44about whether this proposed law can tread the line between safeguarding children on one hand
01:49and ensuring online privacy on the other. But panic that the EU is about to immediately scan messages,
01:55even before they're being sent, is so premature.

05:08This photo, which is circulating virally online, claims to show a leaflet providing practical
05:14advice to Russian military wives beaten by their husbands.
05:18It tells women to refrain from speaking out, to mask bruises with makeup and to consider
05:23how they provoked their husbands.
05:25It has prompted debate online about whether this is real or part of a propaganda campaign
05:31targeting Moscow.
05:32We investigated using reverse image searches and found that in early August, an almost
05:37identical leaflet was circulating purporting to come from the Ukrainian government.
05:42The texts on both leaflets are the same.
05:45Ukraine's Center for Countering Disinformation, which is a government agency, attributed the leaflet
05:50to Russian propagandists working to discredit the Ukrainian armed forces.
05:54It means that the exact same narrative was used initially to target Kiev and then Moscow.
06:00It's plausible, therefore, that this most recent leaflet is the work of pro-Ukraine
06:04actors.
06:05It's been widely shared by pro-Ukraine bloggers.
06:07It carries the logo of the Moscow-based Academy of Communication and the QR code links to this
06:13webpage of its Psychological Help Center.
06:16The page is no longer available, but archives show that on September 2nd, it displayed the same
06:21advice as seen on the pamphlet.
06:23The Center's director, Alena Cechulina, has since published this video on Telegram, claiming
06:28that the Academy's website was hacked and that false information was then published.
06:33In a statement, the Academy claims the false pamphlets were distributed to bloggers and
06:38it requests that those responsible for the disinformation be brought to justice.
06:42We were unable to independently verify these claims, but the fact that an identical leaflet
06:47was first used to attack Ukraine suggests this could be a counter-campaign conducted by pro-Ukraine
06:54actors.

08:43Users relayed screenshots of an article which they alleged was published by French newspaper
08:47Le Monde in late July.
08:49Some posts on X garnered more than 200,000 views, while the allegations also appeared on
08:54LinkedIn posts and online blogs.
08:56Online users claimed Berton was forced to resign after the intelligence agency she helmed was
09:02found to have enabled illicit cryptocurrency operations, which eventually threatened the
09:07collapse of the euro.
09:08Users also alleged that these so-called untraceable funds could be used by the French state to crack
09:13down on protests, such as the mass demonstrations expected in the autumn.
09:18They based their claims on reporting by Le Monde and the AFP agency.
09:22But these screenshots of the article are fake.
09:25Neither media ever published these claims.
09:28Disinformation actors assert the article has since been suspiciously deleted.
09:32But Euroverify did not detect any evidence that Le Monde ever published this article.
09:37Céline Berton took office in January 2024 and has not resigned.
09:41Initially, when users clicked on the story on social media, it directed them to an online
09:46phishing scam.
09:47But over the course of the summer, the scam disappeared, with the fake news about Berton's
09:51resignation becoming the centerpiece.
09:54The disinformation was shared on the Kremlin-aligned Pravda network.
09:58It was also posted on a blog run by French man Cyril Delatre, who lives in Russia and appears
10:03on Russian state TV as a commentator.
10:05This is not the first time that French intelligence services have been targeted by Russian disinformation
10:11campaigns.
10:12Céline Berton has previously spoken out about the threats that Russia poses to French democracy,
10:17as well as the need to question claims on social media.

11:33La falta de profesionales también repercute en el tiempo que los niños pasan en clase.
11:37De media, el número total de horas recomendadas en la educación general obligatoria a tiempo
11:42completo es de 7.868 horas.
11:45Sin embargo, el total se situó por debajo de la media en 22 sistemas educativos para
11:50el curso 2024-2025.
