00:05as what's called a strategic reserve asset. What a strategic reserve asset is, is a stockpile of
00:11resources for a country to use so that if it needs to, in the case of an emergency, it can use those
00:17resources to stabilize the market. And one example of how the United States uses strategic reserve
00:22assets is something called the SPR. The SPR is the Strategic Petroleum Reserves. Now why it was
00:29created is because in 1973, the oil-producing countries of the world, or OPEC, placed an
00:36embargo on the United States as punishment for supplying the Israel military with resources
00:42which those countries did not like. In response to their embargo, the U.S. government created the
00:48Energy Policy and Conservation Act two years later in 1975, and that was the birth of the SPR.
