00:18para sa pagdinig ng Senate Blue Ribbon Committee uko sa Flood Control Projects sa September 1.

00:23Kung hindi nga nila susundin ang sabpina ng Senado,

00:25ang susunod na doon ay arrest warrant na hindi ako mag-atubiling pirmahan.

00:28Kung hindi sila pupunta at magpapakita dito sa patawag ng Senado.

00:33Sampo sa pinakamalaking kontratista ng Flood Control Projects ng gobyerno ang sinampina ng Senado

00:37matapos is nabin ang una nitong pagdinig.

00:40Kabilang sa iniimbestigahan, ang aligasyong naging bagmen at legmen umano ng mga kontratista

00:45ang ilang district engineer ng DPWH.

00:48Kasunod yan ang tangkang panunuhol umano ng isang district engineer

00:51kay Batangas First District Representative Leandro Leviste.

00:53Tingin ni Senado Rafi Tulfo, malawakan ang sindikato sa mga district engineering office.

00:59Tapos makasunod siya dahil nag-iimbestiga, inimbestigan sila sa mga panunuhol sila.

01:06May naman talagang gawain ng mga karamihan sa mga long-longo,

01:08parang sa mga kota, para makaiwa sila tulang sa kaso at kahiyan,

02:11Katulad nung sa Bulacan na binisita ni Presidente, pati yung ghost projects,

02:19Ayon din kay House Infra Committee ko Chairman Tederidon,

02:21hindi congressional insertion na maanumalyomo ng proyektong sinita ni Pangulong Bongbong Marco sa Baliwag, Bulacan.

02:27Batay sa pagsusuri niya sa National Expenditure Program o yung panukalang budget na isinumitin ang ehekutibo sa Kongreso

02:33at sa General Appropriations Act, galing ang proyekto sa NEP.

02:37Marami po sa mga napuntahan po ng Pangulong ng Pilipinas,

02:41particular po sa Bulacan, kahit po yung nasa Baguio,

02:44ay mga National Expenditure Program originated projects.

02:49Hindi po ito Congressional Initiative originated projects.

02:53So kasama po rito, yung pong ghost project na supposedly ginawa po ng first engineering district ng Bulacan

03:03through SIMS Construction Trading.

03:06Sagot ng DPWH,

03:07We will try to find out if this is correct.

03:11Maybe if it is SNEP or initiated, we will try to find out.

03:16Pero uras naman siya it is ghost project,

03:19then we will let the file the necessary charges ring in store to army.

03:25In fact, today I think I have issued the preventive suspension

03:30of the district offices involved in the ghost projects.

03:35Kasama sa ipatatawag ng Komite sa kanilang investigasyon

03:38ang Top 15 Contractors na binanggit ng Pangulo

03:41at mga opisyal ng DPWH, Commission on Audit at BIR,

03:45ang COA, iniutos na ang inspeksyon sa lahat ng flood control projects sa Bulacan

03:49mula January 1, 2022 hanggang July 31, 2025.

03:54Prioridad ang mga proyekto ang pinakaginastusan ng gobyerno.

03:57Ang BIR naman, magsasagawa ng tax fraud investigations

04:00sa mga kontraktor ng manumalyoumanong proyekto.

04:03There should be criminal charges for ghost projects.

04:05If it's a 55 million project na pinera, di ba plunder na yun?

04:12Aabot ba ang CC sa kalihin ng DPWH?

04:14We will see kung ano yung level ng kanya pong responsibility.

04:18Pero again, kung ina-admit niya halimbawa

04:21na meron pong failure to check at the level of the central office

04:26or at the level of the regional director,

04:29there is ultimate responsibility on the secretary of the Department of Public Works NIMAs.

04:35They'll have to establish my liability.

04:38Pero sir, at this point in time,

04:42you are confident, you can confidently say

04:46you did not benefit from any infrastructure project.

05:05that have been discovered by the president.
