The film is set in a Mumbai overrun by a dangerous new synthetic drug called "Speed." The police force is struggling to contain its spread, especially among the city's college students.
The Antagonist: The source of this chaos is Rana (played by Randeep Hooda), a sophisticated but brutal kingpin who operates from a high-tech lair. He is intelligent, menacing, and has the entire police department, except for a few, on his payroll.
The Protagonist: Unable to combat this threat with conventional methods, the Police Commissioner is forced to call in the one officer known for his unorthodox and violent methods: Radhe (Salman Khan). Radhe is a suspended "encounter specialist" who believes in delivering instant justice—his way. He is introduced as a larger-than-life figure, a one-man army who cares deeply for the city and its people.
The Mission: Radhe is given a free hand to dismantle Rana's empire by any means necessary. He quickly assembles a small, loyal team and declares an all-out war on Rana's operations, using street fights, high-octane chases, and brutal interrogations.
The Romance: Amidst the chaos, Radhe meets Divya (Disha Patani), an aspiring fashion designer who is also the sister of a young boy addicted to Rana's drug. Their relationship begins on a rocky note with typical comedic and confrontational moments but eventually blossoms into romance. Divya also becomes a motivator for Radhe, personalizing his fight against Rana.
The Conflict: The film escalates into a direct and personal battle between Radhe and Rana. Rana, realizing Radhe is a significant threat, targets him and his loved ones. The conflict culminates in a massive, explosive showdown where Radhe must use all his strength and wit to save the day and eliminate the drug lord for good.
