02:22From ABC News World Headquarters in New York, this is World News Tonight with David Muir.
02:30Good evening and thank you for joining us on a busy Wednesday night. I'm Mary Bruce in for David.
02:34We begin tonight with Hurricane Aaron and states of emergency along the east coast.
02:39Heavy rain, destructive waves and life-threatening rip currents from the Carolinas to the northeast.
02:45At this hour, the outer bands of the Category 2 storm are hitting North Carolina's outer banks.
02:51Winds up to 110 miles per hour.
02:53The massive hurricane more than 700 miles wide running parallel to the coast.
02:58Waves crashing into homes on the shores along Cape Hatteras.
03:02Those waves expected to swell up to 20 feet high.
03:05The storm surge damaging homes and flooding roads.
03:08Residents and visitors under evacuation orders.
03:11Double red flag conditions at a state park in Maryland.
03:14No one allowed in the water.
03:16New York and New Jersey beaches now also closed to swimmers through at least tomorrow.
03:21The water simply too dangerous to go in.
03:24The newest track and forecast coming up in a moment.
03:26But we begin with ABC's Victor Okendo leading us off again from North Carolina.
03:32Tonight, conditions deteriorating all along the east coast as massive Hurricane Aaron turns closer and closer to shore.
03:39On North Carolina's fragile outer banks, waves and powerful storm surge crashing ashore, threatening homes.
03:45Many, but not all, heeding the warning to get out.
03:48If you are under an evacuation order, take action now before it's too late.
03:55Homeowners holding their breath.
03:57We do have a number of threatened oceanfront structures.
04:00These are houses that no longer have a protective dune in front of them.
04:03They're very vulnerable to the waves, to the high surf.
04:06North Carolina's governor pre-positioning swift water rescue teams and National Guard troops,
04:12begging drivers to stay out of flooded roadways.
04:14Don't do it.
04:16You do not know how deep the water is or how fast it is running.
04:20Aaron, more than 700 miles wide.
04:23So massive, there are tropical storm alerts on both sides of it as it threads the needle between the U.S. and Bermuda.
04:29The warnings extending to the Jersey Shore.
04:32Atlantic City authorities warning beachgoers not to go in past their ankles.
04:38WABC's Anthony Johnson is in Point Pleasant Beach, New Jersey.
04:41Nobody is allowed onto the beach.
04:44As a matter of fact, there are gates to block people from actually walking out on the sand.
04:49There are no lifeguards.
04:51Red flag warnings everywhere along the Jersey Shore.
04:55Rip current dangers from Florida to New York's Long Island.
04:59New York City banning swimming at all beaches.
05:03Mary, this is the roughest surf that we have seen yet.
05:05Just watch those waves crash into the pier here in Kill Devil Hills.
05:09And we're also coming up on high tide, pushing water further up onto the beach.
05:13And that's what has officials so concerned.
05:16As Hurricane Aaron approaches, we are expecting prolonged periods of destructive surf and dangerous rip currents along the East Coast through Friday.
05:24Mary?
05:25It is expected to take some time for the water and that dangerous surf, as you mentioned, to calm down.
05:29Victor and the crew stay safe there.
05:32Hurricane Aaron is already being felt in parts of the Northeast.
05:35So let's get right to meteorologist Brittany Bell from our New York station, WABC.
05:39Hey, Brittany.
05:41Mary, even though Aaron hasn't changed much in intensity, it is growing larger and larger in size, sending widespread coastal impacts all along the eastern seaboard.
05:50So let's get right to the latest satellite image.
05:52It's still a Category 2 hurricane this evening.
05:54And the track keeps it offshore, but still close enough for tropical storm warnings for the Outer Banks of North Carolina and the Virginia coast.
06:02Also, coastal flood alerts as far north as New York, even Connecticut.
06:06On top of that, there's a widespread risk for life-threatening rip currents from north of Miami all the way to Cape Cod.
06:13But this risk could stay elevated through Friday, potentially even lasting throughout the weekend.
06:18And portions of the North Carolina Outer Banks are on alert for dangerous waves that could hit coastal Carolina tonight, approaching 10 to 20 feet.
06:26And then next, taking aim for sections of the northeast, like the Jersey Shore, with waves as high as 11 to 15 feet.
06:32Those coastal impacts slowly go down as we head into this weekend.
06:36Mary?
06:36And Brittany, we know you'll be tracking this all closely.
06:39Next tonight, with Hurricane Aaron stirring up the Atlantic, the Navy racing to rescue a fighter pilot whose jet crashed off the coast of Virginia during a training flight.
06:49The pilot ejecting, floating in choppy seas for nearly 90 minutes.
06:53So let's get right to ABC's Mola Lange.
06:55Mola, what are you learning?
06:57Well, Mary, after safely ejecting from that jet, that pilot was in the water for about 90 minutes before finally being rescued by the U.S. Coast Guard.
07:05And remember, as you mentioned, the Atlantic Ocean pretty rough right now with Hurricane Aaron out there brewing and churning.
07:11A Navy spokesperson tells us the pilot was taking off from a naval base in the Norfolk, Virginia area this morning on a routine training mission when that pilot ejected from the Super Hornet fighter jet.
07:23We're told dozens of miles off the Virginia coast, sending the plane crashing into the Atlantic, where it remains tonight.
07:31Meanwhile, that pilot is undergoing a medical evaluation, and that incident is being investigated, Mary.
07:37OK, Mola, thank you.
07:39We move on now to a deadly home explosion in Virginia, a woman killed in the blast, a man now fighting for his life.
07:45The house completely leveled.
07:48A dozen homes in the neighborhood also damaged by flying debris.
07:51Here's ABC's Ike Adjachi.
07:53Crews in Virginia are sifting through piles of debris tonight, investigating how a home exploded in this neighborhood near Charlottesville.
08:01It appears we've got one house flattened on the ground.
08:07We've got debris field for over a block.
08:11Calls pouring into 911.
08:13Right now, we're getting inundated with phone calls.
08:16At least one person killed and another injured by the violent explosion.
08:19This incident comes as police in North Carolina are picking up the pieces from a separate explosion.
08:28Debris raining down and thick black smoke rising above Wilmington.
08:32Three firefighters trapped inside.
08:35Police say 46-year-old Jason Lee Beach, now charged with felony DWI and fleeing the scene,
08:40is responsible for the blast after he crashed his vehicle into that building, striking gas line.
08:46Mary, investigators in Virginia are zeroing in on a possible gas leak behind the home explosion with state fire marshals due back on scene tomorrow.
08:55Mary?
08:55Just a remarkable scene there, Ike. Thank you.
08:58Now to the showdown in Texas, the battle to redraw the state's congressional map getting national attention.
09:04Late today, Democrats racing to stall a vote on a new map that would likely give Republicans five more seats in the House.
09:10Here's ABC's Chief Washington Correspondent Jonathan Karl with the late developments.
09:14More than two weeks after dozens of Democrats left Texas, stalling a vote on the controversial new congressional maps favoring Republicans.
09:2488 ayes and 52 nays. House Bill 4 has finally passed.
09:28The bill passed to the state's House of Representatives.
09:30The new maps, which were drawn at the request of President Trump, are designed to turn five congressional districts that are now held by Democrats
09:39into districts that will likely be won by Republicans in next year's midterm elections.
09:44Democrats were so outraged by the move, they had left the state to deny the quorum needed to have the vote.
09:51Many of those Democrats returned to Texas on Monday and learned they couldn't leave the state capitol unless they signed a document agreeing to have a police escort
10:00to ensure that they would return for today's session.
10:04Democratic State Representative Nicole Collier refused, forced to spend two nights locked in the capitol building.
10:10They're trying to harm people of color with these rigged maps. The fight is personal to me, and I'm going to fight with every fiber in my body.
10:21Now Democrats in California are vowing to retaliate, moving forward with a plan to redraw its maps, an effort that could cost Republicans their five congressional seats.
10:31Yes, we'll fight fire with fire. Yes, we will push back. It's not about whether we play hardball anymore. It's about how we play hardball.
10:41The California legislature will vote tomorrow on the new maps proposed by Democrats. If it's approved, California voters will still have to vote on the issue in a referendum later this year.
10:53And Mary, the battle over redistricting will not stop in Texas and California. Several other states are reviewing plans as well.
11:01It is tit for tat expected to continue in other states as well. John, thank you.
11:06Next tonight, haunting testimony from the families of children killed in the horrific flooding at Camp Mystic in Texas.
11:12At least 138 people killed in last month's floods, 27 victims from the camp, heartbroken parents making an emotional plea to lawmakers, including a mother whose daughter has yet to be found.
11:24Here's ABC's Mireya Villarreal.
11:26Tonight, anguish and heartbreak pouring out from parents who lost their daughters in the Camp Mystic flooding.
11:32This loss is one no parent should have to endure.
11:35Twenty-seven campers and counselors killed as the waters rose on July 4th, among them nine-year-old Janie Hunt.
11:43She left for camp full of excitement and joy. She came home in a plywood box.
11:49More than a dozen parents testifying before the Texas Senate frustrated by the preventable tragedy.
11:54Camp is supposed to be a safe place.
11:57Protocols that should have been in place were ignored.
11:59As a result, my daughter was stolen from us.
12:08Cece Stewart speaking through tears, her nine-year-old daughter, Seal, still missing.
12:1348 days later, Seal remains somewhere in the devastation of the Guadalupe River.
12:24We wait trapped in agony until she is brought home.
12:33The family's calling for change, pushing to pass a bill that will improve safety requirements for camps.
12:39It is the start of a promise that their lives and their deaths will mean change.
12:45State senators equally emotional.
12:48This tragedy is going to impact future lives.
12:56Promising to work with House representatives to pass a bipartisan bill.
12:59There's a responsibility on all of us, and I hope people will hold government to account.
13:04Those eight-year-old little girls stuck in a cabin because the adults around me failed.
13:08Mary, the goal is to get this first bill through the House and the Senate in the next day, calling it Heavens 27 in honor of the victims,
13:18possibly having it on the governor's desk by Friday, ready to sign.
13:22Mary.
13:22And our hearts go out to those parents.
13:25Maria, thank you.
13:26Overseas tonight, Israel starting its operation to take control of Gaza City.
13:30The Israeli military calling up 60,000 reservists ahead of a planned new offensive.
13:35Troops taking up positions on the outskirts of the city.
13:38Hundreds of thousands of Palestinians in Gaza City in dire need of food and aid will be forced to evacuate once again.
13:46Here's ABC's chief international correspondent, James Longman.
13:50The Israeli military has tonight started its operation to occupy Gaza City, calling up 60,000 reservists, saying Israeli forces are already on its outskirts.
14:00Recent satellite images appear to show military vehicles positioning nearby.
14:04Starvation has gripped Gaza for months, with scores of Palestinians dying just trying to get to aid.
14:11Hamas says more than 62,000 people have now been killed.
14:17Hundreds of thousands took refuge in Gaza City.
14:20They are now being forced to move again.
14:23Satellite images show tent encampment on August 7th.
14:26Ten days later, those tents largely gone.
14:29Most of Europe and many in his own country against Prime Minister Netanyahu's plan, but he does have President Trump's support.
14:35Trump called him a war hero and declared himself one, too, for deciding to bomb Iran's nuclear facilities.
14:42Bibi is a good man.
14:44He's in there fighting.
14:45He's a war hero because we work together.
14:48He's a war hero.
14:49I guess I am, too.
14:50Nobody cares, but I am, too.
14:52Mary, this could still be a pressure tactic by Israel to force the release of the remaining 50 hostages.
14:59Hamas has said it's had a positive response to a plan which would see some of them freed, but Israel is now pushing for better terms.
15:06Mary?
15:06OK, James, thank you.
15:08And when we come back, chilling surveillance video leading to an international investigation.
15:13Police say a California husband fled to Peru as his wife is found dead.
15:17A fire burning out of control in the Everglades leaves part of South Florida under a blanket of smoke and ash, triggering air quality alerts.
15:25And the dramatic new video after a passenger jet veered off the runway at Boston's Logan Airport.
15:33Next tonight, an international investigation is underway tonight for the husband of a woman found dead in a Southern California forest.
15:40Police say a neighbor's surveillance camera captured the husband, Josimar Cabrera, dragging something heavy wrapped in fabric outside their Lancaster home about 70 miles north of L.A.
15:51Authorities say he has now fled to Peru.
15:54The couple's three children are being looked after by their grandmother.
15:57And a massive brush fire in the Everglades is sending a blanket of smoke across parts of South Florida.
16:03Officials issuing an air quality alert firefighters racing to contain the fire and keep it away from populated areas.
16:09More than 19,000 acres have now burned.
16:12And stunning video just coming in of the moment a jet blue plane veered off the runway at Boston's Logan Airport.
16:19The jet blue flight had just landed, the plane then cutting sharply to the left and onto the grass.
16:24The incident happened back in June.
16:26No one was hurt, but passengers said they were shaken up.
16:30And when we come back, a mother and good Samaritans are hailed as heroes after a car plunges into a river in Wisconsin with a one-year-old baby inside.
16:39To the index now, a mom and good Samaritans rescuing a one-year-old from a sinking car in Wisconsin.
16:46Surveillance video shows the car with the mother and child inside driving down an embankment and into a river outside Green Bay.
16:53A man immediately scaling a fence followed by others.
16:56Police hailing the mom and the good Samaritans as heroes.
16:59The car later pulled from the river.
17:01And two of America's largest airlines, Delta and United, facing class-action lawsuits from angry passengers.
17:08Both being sued by customers who say they paid for window seats that didn't exist.
17:13Instead, they say they wound up sitting in seats against a wall without a window, where the design of the plane prevented one from being installed.
17:20Both airlines had no comment.
17:22And when we come back, remembering a beloved judge whose ruling from the bench inspired millions.
17:28And finally tonight, the judge with a heart of gold.
17:33He was the compassionate courtroom judge seen by millions, whose rulings changed so many lives for the better.
17:39I think 959 is close enough to 10.
17:43Matt is dismissed.
17:45For 40 years, Judge Frank Caprio would hear cases from his Providence, Rhode Island bench.
17:51Along the way, earning the reputation as America's nicest judge.
17:55In that location, it's like mad lights.
17:57I was confused.
17:58In your lane of traffic, there's a green light.
18:00In the other lane of traffic, which is not your lane, there's a red arrow.
18:04See, I knew.
18:04He had a great argument.
18:06He came in well prepared today.
18:08Guilty or not guilty?
18:11What do you say?
18:12Guilty.
18:12Guilty.
18:13In later years, his hit TV show, Caught in Providence, put his humor and heart on full display.
18:20I was making a right-hand turn.
18:22Did you ever read the driver's manual?
18:24I mean, it was so long ago.
18:25I don't even know what I had for breakfast.
18:27Late today, his family sharing.
18:29Judge Caprio passed away at the age of 88, following a courageous battle with pancreatic cancer.
18:35Judge Caprio would often say he wasn't always so compassionate.
18:38His first day on the bench, his father proudly watching on.
18:42The young judge was tough on a mother of four who hadn't paid her parking tickets.
18:46And that didn't sit well with his father.
18:49He said, Frank, she had four kids.
18:52Now, suppose she can't feed the kids tonight if she paid those tickets?
18:56She said, no, she doesn't have a car.
18:58She can't drive them to school.
18:59What are you doing?
19:00You weren't brought up that way.
19:01The moment would change the course of his life and so many others.
19:06My first day on the court set the tone of my judgeship of over 30 years.
19:13After that, I took everybody's personal situation into consideration.
19:18The king of second chances.
19:22I'm Mary Bruce.
19:22For David and all of us here, good night.
19:26David Muir, the most watched newscast in America.
