00:00on consumer taxes. Not everybody knows that. We're going to be discussing that and much more
00:04coming up again in about 15 minutes. After we discuss the economy, we're going to be checking
00:08in with Hal Kempfer about two things, specifically the Gaza war and the Russia-Ukraine war,
00:13specifically the Putin meeting in Alaska. That's going to be top of mind for the rest of the week
00:18and something that you and I are going to be following very closely on Friday when it takes
00:21place. But Gaza-related, something fascinating that I saw coming across the newswires hours ago
00:28is the idea of the Israelis seems that they're in talks to move Gazans to South Sudan. There's been
00:37this day-after plan question since the war started, Andrew. What's going to happen with Palestinians
00:44that are in Gaza? I mean, Gaza, I mean, the enclave has basically mostly been turned to ruins. So
00:50where do you put people? Where do we think people will be accepted? South Sudan could be
00:58a suitor for that. That's something that we're going to be discussing with Hal Kempfer much,
01:01much more. We're also going to be talking with the agency Reporters Without Borders. We're going
01:07to be discussing a killing that happened in Gaza on Monday. An Al Jazeera journalist being killed by
01:13an IDF strike. It's a complicated one. Are there connections to Hamas? Are there not connections
01:20to Hamas? That's a very tough question to answer. So we get into that with them and much,
01:25much more, Andrew. A busy hour coming up, no doubt. Sounds like it. Yeah, yeah, yeah. Here's your
01:31favorite part of the night coming at you now. So you were just talking about the Kennedy Center.
01:36I got to ask you about the Mark Twain Prize. I love me some comedy. I think you do too. I do.
01:43So I was trying to think of Kennedy Center related questions that I could quiz you on.
01:47How about this? Name five people, Andrew, who have won the Mark Twain Prize. They give this
01:55out to one comedian per year. Okay. Are you familiar with this? I am. And I think I can name
02:01five here. It's called the Mark Twain Prize for American Humor. Again, they give it out annually.

02:11I believe, was Kevin Hart. Correct. Uh, the year before that, I think, was Julia Louis-Dreyfus.

03:10any big name, any big name comedian, except for Jerry Seinfeld, it appears. And he would have gotten

03:20And I gotta say, a lot of late night hosts on this list. As I just look through this, it seems like
03:24it's a lot of late night hosts and then a couple actors mixed in here and there. Anyway, that's all I

03:39Budget says the gross national debt has reached today $37 trillion. With a T. With a T. Wow.
03:46Awesome. See you in just a moment. See you. Okay. Uh, let's get out to more of these top headlines
03:51and these events we've already shown you throughout the day, including a lot of these international
03:55ones there at State Department briefing. Tammy Bruce, the spokeswoman there, taking questions
04:00from reporters. Let's watch. Breaking news. I'm going to start with, uh, and then at the
04:07end, I will have a few remarks about, uh, my, uh, my personal situation and my work. So if
04:13I could ask us to, um, I don't know if you'd ask any questions, but I don't know if you're
04:17going to be able to, but I will have a few things to say about, uh, about my work and where
04:23I'll be doing it as you all, I think already know. So thank you again for being here. First of
04:27all, I can confirm for you, uh, that secretary Marco Rubio, uh, spoke with Russian foreign
04:33minister Lavrov. Uh, we, uh, have that, uh, the fact that, um, Sergei Lavrov, again, in
04:40a phone call with the secretary regarding preparation for the upcoming summit between president Donald
04:45Trump and Russian president Vladimir Putin, both sides confirmed their commitment to a
04:51successful event. I can also tell you that, uh, it was president Putin, uh, who called, uh, to make
04:59this arrangement as well. But of course, I will certainly take your questions as we move forward
05:05here. And now to our announcements. We are deeply saddened to learn of Colombian Senator Uribe's
05:13tragic death. Senator Uribe, uh, his leadership and vision for Columbia's future were evident
05:19throughout his years of public service to the nation and the Colombian people. His vision
05:24and courage commit and commitment to his country encouraged countless individuals at home throughout
05:30the world and his contributions to Columbia's democratic future, though obscenely halted, will
05:36endure and inspire future generations. As secretary Marco Rubio has said, the United States and stands
05:42in solidarity with Senator Uribe's family and the Colombian people, both in mourning and
05:49demanding justice for those responsible. And deputy secretary of state Christopher Landau will travel
05:56to Bogota today to attend the memorial services for the senator on Wednesday, August 13th. Also further,
06:06the declaration, um, of peace between Armenia and Azerbaijan has reaffirmed that president Trump is
06:14indeed the president of peace. Last week, he hosted the leaders of Armenia and Azerbaijan
06:20at the White House, where they signed a historic joint declaration for peace after decades of bitter
06:26conflict and too many lives lost, a landmark achievement for international diplomacy and an end to violence
06:33that only President Trump could deliver. The two leaders also signed bilateral economic
06:39agreements with the United States, unlocking the great potential of the South Caucus region in trade,
06:46transit, energy, infrastructure and technology, and creating new opportunities for the American people
06:53and American businesses. This achievement follows negotiated peace arrangements between Cambodia and
06:59Thailand, Israel and Iran, Rwanda and the Democratic Republic of the Congo, India and Pakistan,
07:05Egypt and Ethiopia, and Serbia and Kosovo, in addition to the remarkable achievement of the Abraham Accords.
07:14President Trump continues to prove that nations across the globe can move beyond long-standing
07:19conflicts of the past toward a shared future of peace, prosperity and success. Now today, the 2024 human
07:29rights report has been released publicly on the State Department website that is at state.gov where
07:36everyone watching from home and around the world can access the report. The human rights report has been
07:41restructured in a way that removes redundancy, increases report readability and is responsive to the
07:48legislative mandates that underpin the report rather than an expansive list of politically biased demands
07:55and assertions. The calendar year 2024 individual reports are more readable, objective, true to their
08:02statutory origins and more useful than ever before. The report continues to call out the world's repressive
08:09actors while also addressing abuses that had not previously been covered. The United States has long
08:16promoted respect for international universal rights including in our own founding documents which asserts
08:22that human beings are, quote, endowed by their creator with certain unalienable rights including life, liberty,
08:29and the pursuit of happiness. Today we reaffirm the words of those documents which have served as a beacon of
08:36hope and freedom for people around the world. And again at the end now of this briefing I'll have a few words and
08:43about some news relating to my own work but of course now I am happy to answer your questions. All right. Yes,
08:52sir. And when I call you on the front row if you could announce your name and your your outlet that

09:02First of all, Tammy, congratulations on your nomination by the president for the UN role.
09:07Thank you. I'll start with Iraq and Syria. After you raised the concern of the PMF
09:14field at the Iraqi parliament which you think that it might increase the Iranian influence on Iraq. We saw
09:21yesterday the top Iranian security guy, he went to Baghdad and he signed a security agreement with Iraq.
09:30Do you have any concern with that agreement and have you pushed Baghdad to not pass the PMF
09:37bill? If they passed then there will be consequences for Iraq? Well, we, as I think we've stated before,
09:45we oppose any legislation that is inconsistent with the goals of our bilateral security assistance and
09:52partnership and runs counter to strengthening Iraq's existing security institutions. We support genuine
10:00Iraqi sovereignty, not legislation that would turn Iraq into an Iranian satellite state. And so I think
10:07we've been clear in this particular instance, certainly, and others, that the future of nations should
10:14be in the hands of the people of those nations. And certainly our commitment here, as we've made clear,
10:20this particular dynamic runs counter to what our commitment has been regarding security in general.
10:27And I'll ask one question on Syria, then I'll let my colleagues ask their questions.
10:31The Syrian interim government has refused to join the meeting with SDF in Paris and the auspices of
10:37U.S. and France. Does the United States believe that the Syrian government, the Syrian interim government,
10:44is adequately respecting the rights of minorities like Kurds and Druze who are seeking a decentralized
10:49Syria? And have you put any pressure on them to make these meetings happen, especially in Paris?
10:54Well, this is why we have special envoys. Again, we're in regions that are unstable,
10:59that have had problems sometimes for generations, if not hundreds of years. So that automatically means
11:05that continual work has to be done to bring parties together. I will read a tweet from Ambassador
11:13Barak, who is our special envoy for Syria. He's noted from, well, was it today?
11:19Today, Syria remains steadfastly committed to a united process that honors and protects
11:25all its constituencies, fostering a share. Here at Live Now from Fox, we do prioritize

11:38We're kicking things off with some breaking news. A live car chase in Los Angeles
11:42through the Hollywood Hills. Box 11 above it right now. Let's listen in to them live.
11:46And still kind of evade the authorities, but they're back on them now. Northbound 101.
11:51It would make a lot of sense in this. You've got to keep in mind when these people get into
11:55neighborhoods, especially in that type of area where everything is very tight and quiet,
12:01lock your doors and make sure everything is shut down because these people will get out,
12:06get on foot and find the first open door they can go through to try to hide from the police. And if
12:11you happen to be in that building or the house, it could cause a lot of problems. But luckily,
12:15he worked his way out of the hills and now is on the freeway at the 101 northbound here.
12:21So we'll have to see what happens down, how damaged his vehicle is after that crash.
12:25Yeah, pro or con, I'm not sure what it is. The fact that this driver made his way out of the hills
12:31there, was able to escape. Is that a motorcycle hot on his tail? That's not good. I would back off.
12:37Uh, this driver does not have his lights on, it appears, which is very scary. I hope this motorcycle
12:44person gets an idea of what's going on here and perhaps wants to stay as far away from that vehicle
12:49as possible. You have to see those police cars if you're on that motorcycle, I'm sure. So a scary
12:55situation right there where you have to worry about an accident, uh, other motorists, obviously no
13:03pedestrians here on the freeway, but, um, not sure where this driver's going, but it is back towards
13:09the origin of the start of this pursuit, San Fernando Valley. Yeah, getting back to that, you know,
13:15to the area where it started it, sometimes that's, you know, that we talk about where they go to where
13:21they, uh, know the area, they're familiar with the area, but, uh, you know, half the time they
13:26used to end up going someplace and just trying to get out, but at this, going at this speeds with
13:30no lights, the people on the freeway just trying to get home in the evening, uh, having this person
13:35blast by them, you know, this is just a, uh, disaster waiting to happen because he's got a lot of speed
13:40and he's trying to work his way through traffic and every once in a while that gap that they think
13:46you have isn't there and they have too much speed to be able to stop. But unfortunately,
13:51let's see HP or LAPD back on the pursuit and with the lights and sirens. So they're going to be able
13:56to alert the drivers around also with the lights on from that helicopter. But at one point here,
14:01I wouldn't doubt for a second that the, uh, watch commander from LAPD is going to go ahead and call
14:05this off on the ground units and have it go to surveillance flow and have the helicopter just
14:10follow it. Uh, but I believe I was told the want is stolen. If it's just a straight stolen,
14:16that's probably going to be the game plan. And for viewers who may not understand why, because
14:22a lot of these can end up with deadly consequences, uh, or like we saw that wild pursuit play out on
14:27air live on Sunday night with the, uh, multiple carjackings with the big rig involved and
14:36I mean, on and on, it was just beyond wild. Uh, but for people who don't understand why authorities
14:41don't bring these things to an end faster, it's a lot easier said than done, right, Tim? And they
14:47back off and they go into what's called the follow mode, uh, basically out of, uh, concern for public
14:53safety. Exactly. Exactly. And what you have to keep in mind that if it's a straight stolen, it's just a
15:00property crime. And you don't want to have somebody lose their life over a vehicle and somebody taking
15:07a vehicle. Now, the one the other night, Sunday, they had to stay with those folks because they
15:12were stealing other cars. They were jumping out of one, getting into another, and that's really
15:16putting the public in danger. So you try to get those off, those people out the road as quickly,
15:20but something like this, where you just have somebody driving at a high rate of speed
15:24and just really causing more hazards than necessary than the watch commander watching the feed from the,
15:32from the media. And also they call from the helicopter above. Uh, they have to weigh those,
15:38those, uh, parameters of the pursuit to see. But if he starts picking up more speed here, he's up in
15:43the hunt now. Yeah, blacked out. You're just asking for it. So the watch commander more than likely will
15:48stop it. That is terrifying to see the lights off. I'm wondering, Tim, from your perspective,
15:54how hard is it for this driver to drive with the lights off when it comes to visibility?
15:59It's very difficult. You don't realize how dark those freeways are when you turn off your lights.
16:04I mean, they are extremely dark, but most cars nowadays have their daytime running lights,
16:10and it puts a little bit of light in front and no light to the rear. So, but they're still not
16:15strong enough to show any hazards ahead or, you know, to, you know, be able to give you depth
16:19perception to be able to make moves like he's doing here, you know, running it out 82 miles an hour.
16:25Uh, you know, you need a little light in front of you to be able to see what you're driving around.
16:29to be able to get through. And, uh, you know, they're not, people aren't expecting you to come
16:34through at that speed and then black out like that. Uh, you know, it's going to be a problem.
16:39And I'm trying to look really close to see if those daytime running lights are on, but the night
16:42sun's kind of washing them out. So, uh, it's just, you know, at this point, if, uh, we look back and
16:49see if there's any, uh, units behind, but I doubt it at this point, I don't see any flashing against the
16:54back of the, uh, the car right now. Normally you'll see that the overhead lights flashing
16:58against the car at this point. But, uh, yeah, the driver of the police car, now their mindset is
17:04to stay in contact with the driver, but you have to maintain your safety and maintain the safety of
17:11the people around you. So the officers have to weigh that as they're chasing and make the
17:16determination on their own, how fast they actually can go. And if he's going 100 miles an hour,
17:21is it really safe for them to go 100 miles an hour after them? So you have to, as an officer,
17:26keep that in mind as you're driving, because there is liability, uh, involved in these pursuits to where
17:32if you have an accident, you're going to have to justify why you were doing the speed or the type
17:37of driving you were doing. So every officer has been trained for that and always has that in the back
17:42of their mind. Yeah. So let's give a quick update on the location here. We were on the 101 through
17:47Studio City. Now we're on the 170 North Roscoe Boulevard exit passing right here. Speeds,
17:53yes, above 100 miles per hour. This is a stolen vehicle pursuit. This kicked off in the San Fernando
17:59Valley. We've seen it go onto surface streets in the Hollywood Hills. We've seen it. Let's bring this
18:05up if we could. Sideswipe an innocent driver once it got off the 101 southbound here, trying to get
18:12away from authorities and boom, that innocent driver just got sideswiped by the stolen vehicle
18:16pursuit. Now driving on the 170 north without headlights on. Tim Lynn, the police specialist
18:25on the line with us, you think that they may have they as an LAPD decided to back off and only track
18:31from above just because it is so dangerous. Although now that I say that we're seeing the black and white
18:38still right on this driver's tail. That's CHP. That's probably they've probably requested CHP
18:44since it's on the freeway and going north more than likely out of their jurisdiction. They'll
18:49go ahead and call in CHP to come in and take over to help out on that because one the CHP know the
18:55freeways very well. They know the hazards on the freeway and then they have that capability of handing
19:00it off as it goes through the different jurisdictions and LAPD doesn't have to run units out of the city.
19:07So CHP has a little different policy than LAPD. They're a little more aggressive on the pursuits.
19:12They they drive at high speeds all the time. They're trained for very high speed driving. So
19:18they will be, you see here, very close, very aggressive. And now they're using that helicopter
19:23overhead to haul the pursuit. The ground unit is going to stay close and see how how he can handle
19:29this. But once it starts acting, getting a little too reckless, if he causes that driver to go, you know, excessive.
