14:18Having concluded the opening formalities, I would now like to move straight to our substantive topic, namely, measures on international cooperation and assistance under Article 10, which are scheduled to discuss today and tomorrow.
14:38The informal indicative timetable, which the implementation support unit circulated last week, explains how I would like to conduct our work at this session.
14:53On our two first topics, international cooperation and assistance in scientific and technological developments, we have set aside time to discuss the measures contained in rolling text in BWC-WG-6-CRP.1,
15:20as well as the mechanisms on both topics. On the latter, we have spent much time over the past five sessions, and particularly in December, discussing the mechanisms.
15:35I think there is a widely held view that we have made a lot of progress on mechanisms, and that while certain issues still require work, there is a great deal of overall convergence.
15:50I, therefore, I want to capitalize on the progress that we have made and move forward, not backwards.
16:00This means that I do not want to reopen discussions on the mechanisms in their entirety.
16:09But I would like to focus on key issues, which I listed in the informal timetable.
16:16These are issues which state parties have raised with me in bilateral meetings, and I would, therefore, like to spend time trying to narrow the difference on these particular issues.
16:32Therefore, as you can see from the informal timetable, I have set aside time to discuss the ICA mechanism this afternoon and tomorrow afternoon.
16:45In this way, I hope to provide sufficient and specific time to discuss both aspects, measures and mechanisms.
