En 1969, Golda Meir, ancienne militante de l'indépendance d'Israël, devient Première ministre de son pays. Très populaire, mais intraitable, elle est surnommée la "dame de fer". Tout change le 6 octobre 1973, le jour de la fête de Yom Kippour, lorsque l'Egypte et la Syrie attaquent Israël par surprise. Golda Meir est jugée responsable de l'échec du Mossad à anticiper cette agression. Isolée, gravement malade, et frustrée par les querelles intestines de son cabinet composé exclusivement d'homme, Golda s'engage dans une course contre la montre pour sauver des millions de vies des deux côtés du conflit...
