Grâce à une collaboration étroite entre les services secrets américains et russes, menée sous l'égide du président Marshall, farouche adversaire du terrorisme, le général Radek, dangereux ultranationaliste néocommuniste, a été capturé. A Moscou, peu après le décollage d'Air Force One, l'avion présidentiel, un commando composé de fidèles de Radek aidés de Gibbs, un agent double des services secrets américains, s'empare de l'appareil. Les terroristes abattent les pilotes, l'escorte présidentielle et prennent en otage l'épouse du Président ainsi que sa fille. Profitant de la confusion générale, le Président s'est caché dans la soute de l'appareil. Commence alors un impitoyable jeu du chat et de la souris entre Marshall et les terroristes...
