00:12Under President Trump, those days are over.
00:15And you know that. Everybody knows that. Everybody in this room certainly does.

00:31You know that? All the while dismissing and even censoring their fellow citizens right here at home.
00:38Under President Trump, those days are over.
00:41We need U.S. technology companies to be all in for America.
00:45We want you to put America first. You have to do that. That's all we ask.
00:50That's all we ask.
00:51To partner with our tech geniuses and achieving this vision,
00:57today we're releasing the White House AI Action Plan.
01:02Big stuff. Signing it right after this.
01:05In fact, I see it sitting right there.
01:06Maybe I should just sign it right now?
01:09Who the hell has to make the rest of this speech, right?
01:12But here are the pillars of the strategy.
01:15First, my administration will use every tool at our disposal to ensure that the United States can build and maintain
01:22the largest, most powerful, and most advanced AI infrastructure anywhere on the planet.
01:29America needs new data centers, new semiconductor and chip manufacturing facilities,
01:35new power plants and transmission lines.
01:37Under my leadership, we're going to get that job done, and it's going to be done with certainty
01:43and with environmental protection and all of the things that we have to do to get it done properly.
01:49Virtually all of these large capital investments can be and should be made by the private sector.
01:55And they want to do that.
01:56They just want to be able to do it.
01:58But for that reason, America must once again be a country where innovators are rewarded with a green light,
02:05not strangled with red tape so they can't move, so they can't breathe.
02:09And that's not going to happen.
02:10You're going to see things that you've never seen in this country before.
02:14So often, and I've been watching for many years, I've watched regulation.
02:17I've been a victim of regulation.
02:19A zone change that takes six years for a building in Manhattan or whatever.
02:24But I was good at zone changes, but it took a long time.
02:28By the time you got to zoning, the market changed.
02:30You didn't want to build the building.
02:31You say, well, but in some cases, that made you lucky, didn't it?
02:35And some could not too many people understand that in this room.
02:38But in some cases, waiting for that approval as the market collapsed was a good thing, not a bad thing.
02:44But it's time to reclaim our heritage as a nation of builders.
02:48And that's why, upon taking office, I signed a historic executive order directing that every one,
02:55and this is so important, for every new regulation,
02:5910 old regulations must be immediately eliminated.
03:04So we have old regulations.
