01:05We have to grow that baby and let that baby thrive.

01:09We can't stop it.

01:10We can't stop it with politics.

01:13We can't stop it with foolish rules and even stupid rules.

01:16At the same time, we want to have rules.

01:20But they have to be smart.

01:22They have to be brilliant.

01:23They have to be more brilliant than even the technology itself.

01:38We've got to get rid of some of the regulation.

01:40But we want good regulation.

01:41And rebuild the industrial bedrock of our country.

01:45And perhaps most importantly, winning the AI race will demand a new spirit of patriotism and national

01:52loyalty in Silicon Valley and long beyond Silicon Valley.

01:59Based on the fact that Japan has agreed for the first time.

02:03First, my administration will use every tool at our disposal to ensure that the United States can build

02:10and maintain the largest, most powerful, and most advanced AI infrastructure anywhere on the planet.

02:17America needs new data centers, new semiconductor and chip manufacturing facilities,

02:23new power plants and transmission lines.

02:25And under my leadership, we're going to get that job done.

02:29And it's going to be done with certainty and with environmental protection

02:33and all of the things that we have to do to get it done properly.

02:37Virtually all of these large capital investments can be and should be made by the private sector.

02:43And they want to do that.

02:44They just want to be able to do it.

02:46We assert the future, which...

02:53Really, it's not going to be a reason for retreat from this new frontier.

02:59On the contrary, it is the more reason we must ensure it is pioneered first and best.
