06:57How important does it become for India to give a message to such a person?
07:01No, so the U.S. is important to us at all levels,
07:04because, frankly, the Security Council, in a sense, is a small part of our relationship with the U.S.,
07:11which is huge, whether it comes to trade, whether it comes to defense, whether it comes to intelligence sharing,
07:17whether it comes to our participation in the Quad, in the G20.
07:21There are just so many avenues in which we cooperate with the U.S.,
07:25and then there is the phenomenally important Indian-American community,
07:30some four to five million people of Indian descent in America,
07:33who are the largest, most successful ethnic group when it comes to median income and so on.
07:38This is a very, very important community.
07:41And for us, we will do our very best, obviously, to get our message out to whoever in the U.S. is prepared to listen.
07:50It's no accident that the Pakistanis have also sent a delegation abroad,
07:54but they're not going to as many countries as the Indian delegations are.
07:57They're focusing on what they consider a few key capitals, namely Washington, Brussels, London.
08:05That seems to be the thrust of the Pakistani effort.
08:09We have gone to all those capitals and more.
08:11But when I say we, I don't mean just me, all the other MP delegations.
08:16But in Washington, we'll have the interesting phenomenon of the Pakistani delegation in America
08:21and almost exactly the same days.
08:24They've been in New York, I believe, today and tomorrow they'll be in New York.
08:28They're after yesterday and today, I beg your pardon, in New York.
08:30Tomorrow onwards, they will be in Washington while we are in Washington on the same dates.
08:35So there's going to be some, perhaps, increase in interest
08:39because of the fact there are two dueling delegations, as it were, in the same city.
08:47So since this India-Pakistan war, United States is one country that has always been on headlines
08:52because of Donald Trump who has been claiming a mediation
08:55or getting a ceasefire between the two countries.
08:58During your engagements there, will this come up?
09:00How do I know what will come up, Paiushi?
09:02We'll have to wait and see what questions people ask.
09:04Look, we have enormous respect for the American presidency
09:07and we will speak with that respect in mind.
09:11But broadly speaking, our understanding is a bit different.
09:17We had consistently said from the very beginning on May 7th
09:21that we are not interested in prolonging a conflict.
09:24This is not the opening salvo in some sort of war.
09:27All it is is retribution against the terrorists, period.
09:31If Pakistan had not reacted, we would not have reacted.
09:33That would have been the end of that.
09:35Pakistan chose to react with shelling, then we reacted to the Pakistan reaction.
09:39And throughout every day the message was the same from India to everybody who would listen.
09:43If they hit, we'll hit.
09:44If they stop, we'll stop.
09:46We don't want war.
09:47We want to focus on our growth and development.
09:49This message was given to everybody.
09:50Our foreign minister was getting calls from other foreign ministers.
09:54He was saying the same thing.
09:56So in that sense, no one needed to persuade us to stop.
09:59We had already said stop.
10:01If there was any persuasion by the American president or his senior officials,
10:06it would have been persuasion of the Pakistanis.
10:08They would have had to be persuaded.
10:10We don't need to be persuaded because we don't want war.
10:12We want to focus on development.
10:13That's the basic message.
10:15So Western media seemed to have ignored India's proof of damage to Pakistani assets
10:20and relied on Pakistani military briefings.
10:23What will you say on Western media hypocrisy?
10:26You even caught there as a gunman.
10:28And since you are going to give interviews there, are you going to change it?
10:31Let's wait and see till I actually encounter the Western media
10:34rather than telling the Indian media first.

10:40Washington, D.C. also holds headquarters of big financial institutions.

10:46World Bank recently unveiled $40 billion long-term financial support to Pakistan

10:53What is your assessment on that?
10:55See, we don't begrudge any country its development.
10:59If the money is to be spent truly on getting people out of poverty
11:02or helping deal with development issues, why would we object?
11:08We are humane.
11:09We believe in all the sort of well-being of the poorest of the poor in any country.
11:17But if that money simply enables Pakistan to divert more resources to supporting terrorism,
11:26to arming themselves, to attack us, and so on, then it would be most unfortunate.
11:30And I hope that the World Bank and the IMF, both of which are bodies in which India does
11:35have some influence, I hope they will both be told by our diplomats there that it is extremely
11:42important to have complete safeguards to ensure that this money is only spent the way it's
11:47supposed to be spent.
11:48Money is, after all, fungible, right?
11:50Let's say you were going to spend 10 rupees on defense and somebody comes and gives you 20.
11:55You will happily take 10 and put the other 10 to defense and save yourself the first 10.
11:58This is the kind of human nature.
12:00So any lender must take adequate precautions to ensure that their money is only spent for the purposes
12:07for which it is being given.
12:09Otherwise, frankly, you know, we would not object normally to develop an assistance per se.
12:16Our objection is to the misuse of financial freedoms made possible by this assistance.
12:23So there was also a terror attack in the USA in both of what you saw?
12:26Well, we immediately reacted.
12:28As soon as we saw the reports, the delegation I consulted and I issued a tweet, which they've
12:33all retweeted, saying that we expressed shock and condemn the terrorist attack.
12:40We were relieved there was no loss of life.
12:43And we endorsed the Secretary of State's message, which is that he said terrorism has no place
12:48in our country unless the terrorism has no place in either his country or ours when we don't believe
12:53that terrorism should have any place in any civilized nation.
12:56And that message is something we will underscore when we get to America.
