00:00The important point which I want you to understand is that terrorism in India, whether in Punjab, whether in Kashmir, you have one common link, and that is, it was Pakistan-sponsored terrorism.
00:19The North East is a different issue, you have various players over there. But terrorism has emanated from our neighboring country, and they have patronized them, they have trained terrorists. Punjab now is peaceful, but terrorism continues by Pakistan, because Pakistan is the epicenter of takfirism.
00:46And there is no difference of ideology between the terrorist groups in Pakistan and Daesh and in Al-Qaeda. They believe in, in fact, they believe that they have a religious sanction which is completely wrong, Islam does not allow killing of any person.
01:07And that, unfortunately, that is their ideology which they have been promoting, perpetrating.
01:15The terrorist groups like L.E.T., Jaish-e-Mohammed in Pakistan, they are from Pakistan, but ideologically, they are very close to Daesh and Al-Qaeda.
01:29In fact, L.E.T. was also collaborating and helping Al-Qaeda.
01:34So, the lessons we have learned is that there should be no tolerance to terrorism.
01:41Anyone who picks up arms is a terrorist.
01:47We will not allow any space to be given to any terrorist.
01:51And that is why we have come here to request the Algerian political leadership to help India in bringing back Pakistan in the FATF gray list,
02:07because Algeria is a member of FATF.
02:09The countries which we have gone, whether it is Bahrain, Kuwait and Saudi Arabia, the whole Middle East and North Africa,
02:17this has been a request that unless or until we bring Pakistan back in gray list,
02:21because, you see, terrorism survives on one ideology, second is money.
02:26So, you have to counter them on these two points.
02:33Ideology, you know very well, you have seen the black decade.
02:38Even South Algeria still, you still have some problems.
02:42So, you know, on that point, we are together.
02:45And I think so if Algeria and India work more together.
02:48And of course, there is always, you know, we are human beings.
02:53We have to learn lessons.
02:54It's not that you know everything, I know everything.
02:58So, of course, India has, will definitely, our leadership will share your experiences.
03:04But at the end of the day, unless or until you tackle them on ideology and the financial part,
03:10once you bring Pakistan back in gray list,
03:14we will definitely see decrease of terrorism in India.
03:17We will definitely see killings coming down.
03:21Because the experience of 2018, wherein Algeria and other countries have helped India.
03:27For example, let me quote you what I am saying, to corroborate what I have said.
03:32We had our Mumbai, which we call famously 26-11.
03:35Our Indian investigators went to Pakistan, gave them DNA samples,
03:43and because of this brave sacrifice of the Mumbai police,
03:48we could catch alive one terrorist called Ajmal Kasap.
03:52The arms which we were carrying, the bullets which he had, the grenades which we had,
04:00had all the Pakistan markings over it.
04:03So our investigators went to Pakistan,
04:07gave evidence of whatever they wanted,
04:10gave them recorded statements of witnesses.
04:12But you know what happened, Pakistan didn't went ahead.
04:17And in fact, there was this one terrorist called Zakir Rahman Lakhvi.
04:22No country in the world will allow a terrorist who is facing a terror charge.
04:33He gave word to a son by sitting in a prison.
04:35So when Pakistan was put in grey list,
04:40immediately the trial progressed.
04:42There was one mastermind of 26-11 called Sajid Mir.
04:47He was the one, the main brain behind of giving,
04:51telling David Headley to change his name from Dawood to David Headley.
04:57Pakistan was denying the Indian investigators,
05:00that no, no, Sajid Mir is dead.
05:01There was an important meeting in Germany.
05:05Pakistan came forward and said,
05:06yes, Sajid Mir is alive.
05:09So people, dead people become alive in Pakistan
05:12only because of FATF grey list.
05:14So if we bring back Pakistan in FATF grey list,
05:18we would request you,
05:19your leadership to please help us
05:21in saving lives, humanity.
05:23Because if this terrorism,
05:26it increases in the form of ideology,
05:29in the form of finance,
05:32which they get from illegal sources,
05:34this is a grave threat to humanity.
05:36And Pakistan believes in destabilizing in India.
05:41You see, it's not only a question of South Asia.
05:43When we are the fourth largest economy,
05:46what will happen?
05:48Do you want all these carnage
05:50to spread to different parts of South Asia?
05:52No.
05:53So it is in the interest of world peace
05:55and to control Pakistan,
05:58which is the main sponsor of terrorism,
06:00it has to be brought back in the FATF grey list
06:03and also Kaljir is a contributor
06:06to UN counter-terrorism initiatives.
06:09And it is promoting guidelines on terror finance.
06:13So we hope that we have a common enemy
06:16in form of terrorism,
06:18in form of ideology.
06:20And that is why our government has sent us
06:25to your great nation
06:27to please put forward these viewpoints.
06:32And I'm sure that, you know,
06:34when the time comes,
06:35your leadership will rise to the occasion
06:37and bring back Pakistan and FATF.
06:39and also we have seen that India has been
06:42a great supporter of Algeria
06:45and we continue to support Algeria.
06:50Bilateral trade is good.
06:52But the important point which all of us have come,
06:55despite being from different political backgrounds,
07:00despite being completely opposed to each other in India,
07:04we have come here to put forward our viewpoint
07:08so that the Algerian political leadership
07:10would appreciate and understand
07:13and help India in bringing Pakistan
07:14back in FATF grey list.
