英學者尼布利特:美不可能持續單兵作戰 未來必回盟友懷抱

美國總統川普上任後,推出一系列新政,造成國際局勢劇烈變化。英國學者尼布利特今(12)日指出,應對川普新政,台灣應與其他仰賴美國維繫安全的國家強化關係;他也評估,由於中國與俄羅斯合作,美國不可能持續單兵作戰,未來一定會重回盟友懷抱。財團法人亞太堅韌研究基金會今日舉辦第3屆國際論壇「共築韌性 新創亞太」

00:00I think the U.S. will return to relying on allies there's no way that the United States will be able to deal with a combined Russia China
00:08I don't believe that relationship is going to be broken by anyone in the near term
00:11And I think for Taiwan in particular if I can make this one point before concluding
00:15I understand that historically I'm no expert on Taiwan
00:20There's been this focus on some of the global south relationships that involve recognition of Taiwan
00:28But really it strikes me that Taiwan's future lies with the other liberal democracies that rely on America for their security as does Taiwan
00:36And therefore looking for deeper economic relationships, business relationships with the G7 plus countries
00:43EU, UK, Canada, Japan, Australia would be absolutely vital for Taiwan's future
00:51And my last point, time's up
00:53So I'm on time hopefully
00:55My last point is that I think we have to be very thoughtful about how we reset relationship with the United States
01:03It is easy to get wrapped up right now in the crisis mode that Donald Trump almost naturally creates to give himself and his administration leverage
01:12But my judgment call based on having lived and worked in America 15 years
01:17I watched it for another 15 from London and from Chatham House
01:21Is that I think the US will return to relying on allies
01:25There's no way that the United States will be able to deal with a combined Russia-China
01:32And I don't believe that relationship is going to be broken by anyone in the near term
01:36Especially a Russia-China that has got close relationships with Iran and with North Korea
01:44And potentially with other autocratic regimes around the world
01:47There's no way that it can take on that challenge and be economically successful without having allies at its side
01:55So the challenge for us is how can we make sure that we are better allies for an America that is probably going to wake up to its need for alliances again
02:05In four, maybe at a stretch, eight years time
02:09We're probably going to need eight years to become good allies
02:11If we can do it in four, all the better
02:13But I think that's the challenge that lies ahead not just for European countries where I've come from to this conference
02:19But for those countries, there are America's allies in the Asia-Pacific as well
02:22So I'll stop there, look forward to the rest of the conference
02:25And hopefully have a chance to compare notes with some of you over coffee later on
