00:19The 8th Infantry Division of the Philippine Army expressed its confidence
00:24that even if the National Task Force to End Local Communist Armed Conflict, or NTF-ELCAC,
00:30the established collaborating mechanism will still be maintained
00:33by the government agencies that provided guidance
00:37for peace and security in the region.
00:40Lieutenant-Colonel Joe Marbuban,
00:43the Assistant Chief of Staff for Civil-Military Operations of the 8th ID,
00:47said that through the NTF-ELCAC,
00:49the strategic success against the rebelled communists here in Silangang, Visayas, has been achieved.
00:56Marbuban added that the security landscape of the region has changed
01:00from implementing different strategies for the community
01:04under the campaign of the task force,
01:07and this is continuously encouraged by the local governments
01:11along with the various government agencies.
01:14With the effectiveness of the approach of the National Task Force-ELCAC,
01:18we have attained a strategic victory over the communist insurgents.
01:23Their military capability, especially the guerrilla forces, is no longer there.
01:28Thereby, we are now at the level of our campaign
01:32that we have already established an environment that is conducive to sustainable development and progress.
01:39As part of the projects initiated by the JRTF-8-ELCAC,
01:43the Implementation of the Enhanced Comprehensive Livelihood Integration Program or ECLIP,
01:49as well as the Implementation of the Amnesty Program,
01:52which currently has 433 applications from former rebels for amnesty,
01:59the provision of housing units for communist surrenderers,
02:04and the endorsement of the Unity Roads Project
02:07to open free spaces and reach government services.
