00:00The palace has challenged attorney Harry Roque to return to the Philippines after he resurfaced in The Hague, Netherlands.

00:08A lawmaker has pushed back against claims that the former president's spokesperson's arrest was an act of political persecution.

00:17Meanwhile, amid heated discussions surrounding the International Criminal Court or ICC,

00:22another lawmaker has strongly refuted speculations that the situation is heading toward martial law.

00:34The House Quad Committee wants the Department of Foreign Affairs or DFA and the Bureau of Immigration or BI

00:40to explain how attorney Harry Roque was able to leave the country and travel to The Hague, Netherlands

00:45despite having a contempt and detention order issued against him by the joint panel.

00:50According to Quadcom co-chair Stephen Paduano, their next hearing might take place on Friday

00:56and they are planning to summon representatives from the DFA and BI.

01:27We still don't know from what country he came from.

01:32We will find out in the next hearing.

01:35Meanwhile, Quadcom lead chair representative Robert Ace Barbers refuted claims that they are allegedly singling out Roque.

01:42The former presidential spokesperson is currently one of those assisting former president Rodrigo Duterte

01:48in the case filed against the former chief executive before the International Criminal Court or ICC.

01:55The ICC has no contempt issue.

02:00He was already ordered detained.

02:03Unfortunately, he was not in the country.

02:05He left the country for whatever reason.

02:09He was not able to serve his contempt order.

02:13Barbers said that the Quad Committee has no jurisdiction over other countries

02:17so their arrest order against Roque is only effective in the Philippines.

02:21Meanwhile, Malacanang has issued a challenge to Roque regarding this matter.

02:39As discussions on the ICC remain heated,

02:42House Deputy Majority Leader Janet Garin firmly denied claims by some

02:46that the current situation is leading towards the declaration of martial law.

02:50It's very far from the truth of the fake news about martial law.

02:54First of all, yes, there are pockets of demonstration.

02:58That's natural because people are emotional.

03:01However, the problem is that that's not the solution.
