00:00Based on the media statement by the delegation of the Malaysian Jururawat,
00:1095.5% of the 28,373 respondents
00:21did not agree with the proposed change from 42 hours to 45 hours.
00:33The KKM delegation working in the three-shift system faced a rather unique challenge,
00:41which was that they worked only one week off,
00:49no night shifts, no special breaks, and no permanent days off.
00:57This means that the break was an understanding between them and their team,
01:07so they adjusted the time accordingly.
01:12Because the nature of working in a hospital, especially the ward, is different.
01:18If there's a rush hour, there's no time to rest.
01:23So they had to work during that time.
01:27That's why there's no permanent time, like us, in other early stages,
01:32from 1 to 2 o'clock, whoever comes, we close the counter during the break.
01:39But in the hospital, because they work 24 hours, there's a rush hour,
01:44sometimes the doctors need the help of the Jururawat, for example,
01:51in an urgent situation, so they don't have a specific time to rest.
01:57The addition of 3 hours per week has the potential to increase work pressure,
02:04physical and mental fatigue, and the risk of failure in work.
02:09In addition, it reduces family time and increases the risk of injury
02:14during the journey to work.
02:17We're used to hearing about this issue,
02:19in the health sector, they face injury because their bodies are too tired.
02:26They don't have enough rest, so they have to face the injury issues.
02:33The lack of doctors, Jurawat specialists, and medical workers
02:38adds to the burden of the job.
02:41If the working hours are increased without any consideration of this issue,
02:45more health workers are expected to emigrate to the private sector,
02:51and those who move abroad.
02:54The more challenging the situation is, without any incentive,
02:58it can reduce the interest of the students to study medicine,
03:02which will cause the lack of professional energy in the future.
03:06We also realize that this pressure has caused some of these young people
03:12to emigrate abroad.
03:14That's why they have to work.
03:16Because there are so many issues in the health sector,
03:23some of those who have just finished their studies
03:29do not enter the public sector, but go abroad.
03:33This trend is very worrisome for us.
03:37If it continues without proper control,
03:40we will face more serious pressure in our hospitals and clinics.
03:49In terms of comparison with the international leaders,
03:53showing the working hours in the health sector is not fair.
03:59Developed countries like the UK set their working hours to 40 hours per week.
04:06In Japan, 40 hours as well.
04:09In Australia, only 38 hours per week.
04:18Considering that Malaysia is facing a lack of health care,
04:22which causes a higher burden of work compared to those countries,
04:25it is impolite to increase the working hours,
04:28which is beyond the international standards.
