00:16I sat through numerous, probably hundreds, meetings of the NATO-Russia Council.

00:21I even chaired a number of NATO-Russia Council meetings.

00:25So I know, really, what Russians are up to.

00:29In fact, we've had now some 11 years,

00:33which is the time since Russia illegally annexed Crimea and parts of eastern Ukraine

00:42to come to grips with an aggressive Russian regime.

00:47And unfortunately, Europeans, and also the Trump administration,

00:53pursued a policy of, we must not provoke Russia.

00:57They were clearly not willing to really robustly contain.
