00:11According to Comelec Chairperson George Erwin Garcia,
00:15some groups are looking for a pre-shaded ballot to win a candidate.
00:23Comelec is adamant that this kind of fraud will not happen,
00:27especially when the ballots go through a thorough verification process before entering the machines.
00:33It is also impossible for this to happen because of the security features
00:37that they have laid out to ensure the integrity of the ballots.
00:42You are just being fooled by the so-called invincible markings.
00:47When they enter the machines, they know that they cannot do anything about it.
00:52They are not on paper and they say that they have secret markings.
00:56How can they do that when our printing of ballots is so guarded?
01:01Senate President Francis Chiz Escudero believes that the Party List System Act needs to be reviewed.
01:08The senator also explained in a statement that half of the party list organizations
01:16do not really belong to marginalized sectors.
01:20According to Senator Escudero,
01:22it should be clear that the law clearly stipulates that the sectors that should have representation in Congress
01:29based on the study of the Contra Daya Group,
01:3255.13% or 85 out of 156 party list groups do not belong to the right sectors.
