00:00It's been more than a decade since the Anti-Bullying Act was passed,
00:04but there are still many young people who are bullied in our country.
00:08In one of the studies, the lack of school staff is one of the problems we see.
00:14Witness, Mackie Pulido.
00:20In an internet shop in Barangay Lagau, General Santos City,
00:23you can see five men standing on the computer.
00:26One of the men stood up and stabbed the man in the back.
00:30The victim quickly stood up and stabbed the other man.
00:35The police investigated, and the man was arrested again for stabbing.
00:39This suspect was bullied by a victim in an internet cafe in Barangay Lagau.
00:45The suspect was stabbed in the back.
00:48He was stabbed in the back with a knife.
00:52It's been more than a decade since the Anti-Bullying Act was passed,
00:56but there are still many young people who are bullied,
01:00not just physically and verbally.
01:02In the study of the Program for International Student Assessment, or PISA,
01:06one in every three students experiences a bullying incident once a week.
01:12Based on the data, from grade 5 to grade 10,
01:15bullying prevalence is the worst in the Philippines.
01:17But why is it still worse than other laws and policies?
01:22The lack of school staff is the main problem
01:25of the Second Congressional Commission on Education, or EDCOM 2.
01:29The Anti-Bullying Committee of the school head or principal should be in charge,
01:33but in many schools, there is no principal.
01:35The guidance counselor should be of help, but there is no guidance counselor.
01:39It's worse in schools that are severely congested.
01:42It means that there are not enough adults there to assist,
01:47to help the students and resolve the conflict.
01:50The number of cases that have not yet been resolved is high.
01:54According to EDCOM 2 report,
01:55only 11% of reported cases were resolved from November 2022 to July 2024.
02:02The Department of Education said
02:04one of the reasons is the lack of trained personnel.
02:07Now we have a new position called school counselor
02:11that will allow, hopefully, more interested parties to join the deputies.
02:17And there are still additional items.
02:19To reduce the red tape on resolving cases,
02:22police officers will be in charge
02:24that it should be resolved only at the school level.
02:26While doing the procedure,

02:34It is considered confidential,
02:37it's considered private,
02:39and it's considered safe.
02:41This is what should be remembered
02:42according to child development expert Edgar Belda.
02:45Bullying will not stop and will continue
02:47if the victim remains silent
02:49that's why you should speak up.
02:50Damaging to your sense of self-worth,
02:53damaging to your sense of dignity as a person,
02:56that can be considered as bullying.
02:59So it doesn't have to be physical.
03:00Those who are old enough to speak up,
03:03don't allow bullying,
03:04or their parents.
03:05Go through the right process,
03:07and most importantly,
03:08listen to the child first,
03:10especially that it's not easy for a bullying victim
03:13to speak up about this.
