00:00The Supreme Court has started its oral arguments to tackle the three petitions to stop the
00:05transfer of 89.9 billion pesos of PhilHealth's funds to the National Treasury.
00:11For his part, Solicitor General Menardo Guevara said that the President and government are
00:16not wrong in ordering the transfer of the said funds to the National Treasury since
00:21PhilHealth wasn't able to use it.
00:24Furthermore, he believes that government did not violate any law and in fact said the said
00:29move can even contribute to the nation's economy, especially since the country's debt is ballooning.
00:35It was the executive and legislative department's way of creating and implementing a fiscal
00:45policy to boost economic growth without bloating the government's indebtedness or burdening
00:51the people.
00:52It is a common sense approach that does not violate any law, much less the constitution.
