00:22First, fellow countrymen, the Regional Development Council or RDC
00:26President Ferdinand R. Marcos Jr. strengthened the Social Economic Development in all regions of the country.
00:35Under the Executive Order No. 82, the role of the RDC is expanded.
00:41It will serve as the highest planning and policy-making body for social economic development in all regions of the Philippines.
00:50The RDC will be the mandate for planning, implementation, and evaluation of programs and plans for the development of a region.
00:59All governors, city and municipal mayors, and all Provincial Chapter Presidents of the League of Municipalities will be part of the RDC.
01:07This includes regional heads of various government agencies, private sector representatives selected by the RDC,
01:14and they may also become special members.
01:17The Philippine Development Plan 2023-2028 includes the importance of regional development
01:22and the rationalization of government functions, systems, and mechanisms to meet the social and economic transformation of the country.
01:30It is the duty of the RDC to coordinate and direct all socio-economic development efforts in the region.
01:37It is the duty of the RDC to endorse projects that have an impact on the region and to coordinate, monitor, and evaluate these programs and projects.
01:48President Marcos Jr. ordered all department agencies to prioritize the programs endorsed by the Regional Development Council.
01:58The RDCs may also accept donations, contributions, and grants from foreign governments, international offices,
02:05private entities, or individuals with intentions to help in regional development.
02:09Meanwhile, the so-called Executive Order does not include the Bangsamoro Autonomous Region in Muslim Mindanao and the National Capital Region.
