00:00Comelec is not in favor of the PNP's off-land katok during the election period.

00:05The PNP has been doing this program for a long time,

00:09which is a crackdown against illegal arms.

00:16For hundreds of years, the PNP has been using the so-called off-land katok.

00:20They are selling their homes to the owners of guns and arms

00:24in order to get the license renewed or to give it up to those who are not registered.

00:29According to the PNP, as of December 31,

00:32the firearms and explosives division has issued more than 600,000 notices

00:36to renew the license of the gun owners.

00:39Now that it's the election period and the gun ban is in effect,

00:42383 firearms have been confiscated by the PNP as of January 27.

00:47But the Comelec violated the off-land katok during the election period.

00:51I'm sorry if there's anything we can do, for example, our PNP.

00:55But that is not sanctioned by the Comelec, and that may be, at this point, illegal.

01:00The Comelec's gate should not be the reason for the election

01:04so that human rights will be violated.

01:06The Comelec is suspending not only the license,

01:10but also the permit to carry outside the residence.

01:13The two units are always in combination.

01:15So, if it's inside the house, it won't come out. There's no violation.

01:19The PNP defended.

01:21As part of the regulatory power and authority of the PNP,

01:25particularly if we have expired licenses,

01:31the part of the intervention we do is to go to those who have expired licenses.

01:39Even prior to the start of the election period, we are already doing it.

01:44The Comelec continued to print balots,

01:47including the names of 10 aspirants who obtained a temporary restraining order from the Supreme Court

01:54to print more than 70 million balots,

01:57and to meet the target of 1.5 million balots per day for more than 24 hours of printing.
