00:00Department of Justice are the ones who changed the system of justice in the country

00:04under the administration of President Ferdinand R. Marcos, Jr.

00:09This is what Louisa Erispe reported.

00:13The Department of Justice made a big change in the system of justice in the country

00:18under the administration of President Ferdinand R. Marcos, Jr.

00:22One of them is the large percentage of conviction rate or those who are in court.

00:28It used to be 26%, but now it's 78%.

00:33On the average, our conviction rate is around 26%.

00:38Now, across the board, it's 78%

00:43because of the implementation of the case build-up and the higher degree of proof.

00:50DOJ said that because of the rules on preliminary investigation

00:55that before filing a case in court, there should be enough evidence

00:59to make sure that the suspects will be punished.

01:02If there's no evidence, the complaint will be dismissed.

01:05As a result, the congestion rate in the prisons decreased.

01:10But one of the reasons why DOJ increased the number of convicts in the prisons

01:16is because they released 30,000 PDLs who already completed the sentence.

01:22Because of the record system in our prisons,

01:25there are people who are not supposed to be there, but they are still in prison.

01:30These are people who fell through the cracks, who are not seen in the record system.

01:35And there, we saw when they only did a physical review,

01:40the persons deprived of liberty were released.

01:45Another thing that DOJ is trying to hide

01:48is the bloodless war on drugs.

01:52The administration is now focused on opening a large production

01:57and spreading illegal drugs.

01:59That's why it only raised the issue of extrajudicial killings.

02:03Our approach now is dual.

02:07To the users and ordinary people on the street level,

02:14they would just be treated as a health issue.

02:18The law enforcement continues with respect to drug distribution,

02:24manufacture, importation, etc.

02:27DOJ promised that under the current administration,

02:32the law will still be strict,

02:34and no personalities or acquaintances will be released.

02:39We're not here after making people to suffer imprisonment.

02:45No.

02:46That is our number one guidance, our vision,

02:50which is the rule of law for everyone.
