00:00The Department of Education has a so-called Literacy Coordinating Council.

00:06This is the office that deals with the problems of the country

00:10when it comes to literacy and the ability to write and read.

00:15To learn more about their mandates and programs,

00:18we will watch via Vimex Congressman Roman Romulo,

00:23the chairperson of the House Committee on Basic Education and Culture.

00:27Sir, good morning.

00:30Yes, good morning, Sir Audrey, Ms. Diane, and to all the listeners of the program,

00:35good morning to all of us.

00:36Thank you for joining us, Congressman Romulo.

00:38Good morning, Congressman Romulo.

00:39Alright, to start off, what are your views on the current state of education in our country?

00:47Well, in truth, Ms. Diane, as you will see in these past few years,

00:51we have established what is called EDCOM 2, the Education Commission Part 2,

00:57because we really want, based on what we have seen in the international assessment exams,

01:03that we need to improve the quality of education.

01:07This EDCOM 2, together with the Senate, the House of Representatives,

01:13and of course, the Department of Education,

01:15are giving suggestions, both in the legislative and executive,

01:20on what we can do to ensure that we can improve the quality of our education.

01:26So, that is one important change.

01:28EDCOM 2 also has a lot of new laws that are in the Changes,

01:32and laws have already been made,

01:34and it also has a lot of recommendations that are being given to the Department of Education.

01:39There is no need for laws.

01:40Merely regulations.

01:42So, hopefully, again, a small apology to our fellow Filipinos.

01:47These reforms, there are reforms where we can see the changes,

01:53but there are also reforms where we need a little time to see the good results.

02:02Well, sir, as a Filipino, what are the programs or projects that you have implemented

02:09to improve the quality of education in our country?

02:15Well, first of all, we are really asking the Department of Education

02:20to not only reduce the competencies of our learners,

02:27because when the K-12 program started,

02:34it contained more or less 15,000 plus competencies.

02:39It was reduced to a little more than 5,000 during the pandemic.

02:43But as we said, that is not enough.

02:46What we really need is to ensure that we can focus on basic functional literacy,

02:55reading, reading, reading comprehension, basic mathematics, sciences, and GMRC.

03:02That is why we are saying, we are encouraging and supporting the reduction of the number of subjects,

03:08especially in the Key Stage Level 1, that is the K-3.

03:12Before, we used to look at the number of subjects in the K-3.

03:17When you reach Grade 1, 6. When you reach Grade 2, 7, 8.

03:21When you reach Grade 3, it reaches 9 subjects.

03:25That is a lot.

03:26In fact, even before, it was a joke that a student's backpack is very heavy.

03:33We are saying to the Department of Education,

03:37we should focus on functional literacy, reading comprehension, reading, reading, reading,

03:44and of course, basic mathematics, science, and what we call GMRC.

03:50But Sir Andre, I would also like to clarify, because sometimes it is confusing.

03:55It does not mean that when we say that we really need reading comprehension,

04:01it does not mean that they do not know how to read, but they need to understand what is being read.

04:07The Filipinos, in fact, every learner, the Filipinos,

04:11because we have seen that,

04:14what our government needs, the Department of Education,

04:18is to make sure that these foundational skills are strong for every learner.

04:24That is one of the important things.

04:28I can also mention, because I covered the segment of cyberbullying,

04:33President BBM recently passed a bill on improving or increasing or making sure

04:44that we will give mental health guidance counselors to our students,

04:52our teaching and non-teaching personnel.

04:55The problem with that is that in the past, it was so strict that the number of guidance counselors was not enough.

05:04We want to make sure that the associate or related courses in the college

05:12can also help in the mental health of our learners, teaching and non-teaching personnel.

05:20In fact, many others, like the return of GMRC,

05:24if you remember, it was lost.

05:27When K-12 was introduced again, we returned it as a subject.

05:33And we said that we don't have to reinvent the wheel.

05:38There are already many examples in other countries of how this is implemented.

05:44We want to make sure, because what is important is not only the academic performance,

05:53but also the moral fiber of our Filipino students, because they are the future.

06:02We will now go to the LCC, or the Literacy Coordinating Council.

06:08Can you tell us more about this council?

06:10This is the five-program pillar, so it is called LIAB, sir.

06:14Yes, first of all, the Department of Education under Republic Act 9155,

06:22this is the main agency of the government in charge of national education policies, national education plans.

06:31It really depends on what it does, especially for those before tertiary.

06:36It is in charge of education, whether formal or non-formal.

06:41Now, this LCC, this Literacy Coordinating Council,

06:45was formed early on, in 2009, to make sure that our local communities, our LGUs,

06:59can learn and receive help in making sure that we will have what is called universalization of literacy.

07:10What we want is the law that was created in the LCC.

07:15Every Filipino should have basic literacy, meaning reading comprehension.

07:22They should be able to read and understand what they are reading so that they can communicate.

07:28Now, this LCC is doing different programs.

07:32This is one of the programs that you mentioned.

07:38This is based on what our LGUs are doing to improve the education level in their respective areas.

07:49They are receiving awards for the so-called best practices.

07:54This is a good example to show our LGUs that this is what they are doing to improve education in their respective areas.

08:07It can be in terms of arts and culture, it can be in terms of history.

08:11This is different.

08:12We want the LCC to highlight these best practices so that our different LGUs can be imitated.

08:22We want to improve the level of education in our country so that our students can have a better future.
