Alright, to start off, what are your views on the current state of education in our country?

Well, in truth, Ms. Diane, as you will see in these past few years,

we have established what is called EDCOM 2, the Education Commission Part 2,

because we really want, based on what we have seen in the international assessment exams,

that we need to improve the quality of education.

This EDCOM 2, together with the Senate, the House of Representatives,

and of course, the Department of Education,

are giving suggestions, both in the legislative and executive,

on what we can do to ensure that we can improve the quality of our education.

So, that is one important change.

EDCOM 2 also has a lot of new laws that are in the Changes,

and laws have already been made,

and it also has a lot of recommendations that are being given to the Department of Education.

There is no need for laws.

Merely regulations.

So, hopefully, again, a small apology to our fellow Filipinos.

These reforms, there are reforms where we can see the changes,

but there are also reforms where we need a little time to see the good results.

Well, sir, as a Filipino, what are the programs or projects that you have implemented

to improve the quality of education in our country?

Well, first of all, we are really asking the Department of Education

to not only reduce the competencies of our learners,

because when the K-12 program started,

it contained more or less 15,000 plus competencies.

It was reduced to a little more than 5,000 during the pandemic.

But as we said, that is not enough.

What we really need is to ensure that we can focus on basic functional literacy,

reading, reading, reading comprehension, basic mathematics, sciences, and GMRC.

That is why we are saying, we are encouraging and supporting the reduction of the number of subjects,

especially in the Key Stage Level 1, that is the K-3.

Before, we used to look at the number of subjects in the K-3.

When you reach Grade 1, 6. When you reach Grade 2, 7, 8.

When you reach Grade 3, it reaches 9 subjects.

That is a lot.

In fact, even before, it was a joke that a student's backpack is very heavy.

We are saying to the Department of Education,

we should focus on functional literacy, reading comprehension, reading, reading, reading,

and of course, basic mathematics, science, and what we call GMRC.

But Sir Andre, I would also like to clarify, because sometimes it is confusing.

It does not mean that when we say that we really need reading comprehension,

it does not mean that they do not know how to read, but they need to understand what is being read.

The Filipinos, in fact, every learner, the Filipinos,

is to make sure that these foundational skills are strong for every learner.

That is one of the important things.

I can also mention, because I covered the segment of cyberbullying,

President BBM recently passed a bill on improving or increasing or making sure

that we will give mental health guidance counselors to our students,

our teaching and non-teaching personnel.

The problem with that is that in the past, it was so strict that the number of guidance counselors was not enough.

We want to make sure that the associate or related courses in the college

can also help in the mental health of our learners, teaching and non-teaching personnel.

In fact, many others, like the return of GMRC,

if you remember, it was lost.

When K-12 was introduced again, we returned it as a subject.

And we said that we don't have to reinvent the wheel.

There are already many examples in other countries of how this is implemented.

We want to make sure, because what is important is not only the academic performance,

but also the moral fiber of our Filipino students, because they are the future.

We will now go to the LCC, or the Literacy Coordinating Council.

Can you tell us more about this council?

This is the five-program pillar, so it is called LIAB, sir.

Yes, first of all, the Department of Education under Republic Act 9155,

this is the main agency of the government in charge of national education policies, national education plans.

It really depends on what it does, especially for those before tertiary.

It is in charge of education, whether formal or non-formal.

Now, this LCC, this Literacy Coordinating Council,

was formed early on, in 2009, to make sure that our local communities, our LGUs,

can learn and receive help in making sure that we will have what is called universalization of literacy.

What we want is the law that was created in the LCC.

Every Filipino should have basic literacy, meaning reading comprehension.

They should be able to read and understand what they are reading so that they can communicate.

Now, this LCC is doing different programs.

This is one of the programs that you mentioned.

This is based on what our LGUs are doing to improve the education level in their respective areas.

They are receiving awards for the so-called best practices.

This is a good example to show our LGUs that this is what they are doing to improve education in their respective areas.

It can be in terms of arts and culture, it can be in terms of history.

This is different.

We want the LCC to highlight these best practices so that our different LGUs can be imitated.

We want to improve the level of education in our country so that our students can have a better future.
