00:00The Department of the Interior and Local Government Secretary, John V. Cremulia, also alleged that there was a grand conspiracy.

00:07This was after the DOJ filed a case on 30th of November by the Philippine National Police

00:13that has been charged with planting evidence and unlawful arrest in a drug raid in Manila in 1992.

00:21The conspiracy happened after the government discovered that the PNP has a high-profile case of illegal drugs last year.

00:37Cremulia also alleged that there is no one and no one can be trusted in the investigation.

00:45It must be inherent in the institution that with the responsibility of being an officer of the law

00:52comes with the power alone, does not make you impervious to prosecution.

00:57We have pursued the fullness of this case on an administrative level.

01:02However, the final determination of criminal liability rests with the Department of Justice and the court's concern.
