00:05Donggu Maiwen, the Chief Justice of the Federal Court of China, will be 66 years old on July 2 this year.

00:10This is the legal retirement age of the judge.

00:12This means that she only has half a year left.

00:15Therefore, at the opening ceremony of the 2025 Legislative Year today,

00:19Donggu Maiwen is the last time to speak as a justice for this judicial history.

00:24Since she officially became the first female Chief Justice of Malaysia in 2019,

00:29Donggu Maiwen said that she was often labeled as anti-Islam,

00:34and often faced with accusations such as not being Islamic enough.

00:37Some even used her husband to ask her to withdraw from some cases.

00:42However, these hardships did not prevent her from fulfilling her duties,

00:46and could not shake her conscience.

00:48Donggu Maiwen also said that when the federal court was investigating some cases,

00:52it also confirmed that only the Congress has the right to pass a universal criminal law for all citizens,

00:58and not the State Council.

01:00For example, the case of the Islamic Sister Organization, SIS,

01:02challenging the Judicial Council of Snowy Island,

01:04explained the constitutional rights of Congress and the State Council.

01:08According to Article 4 of the Federal Constitution,

01:11the federal court eventually revoked these laws,

01:14because these laws violated the constitutional rights of the State Council.

01:18These rights should belong to Congress.

01:21Looking back at her tenure in the past few years,

01:23as the first female Chief Justice in the history of China,

01:25she has experienced four different prime ministers in her tenure.

01:29Donggu Maiwen said that she has witnessed four prime ministers from different political camps,

01:35including Duna, Mu Youding, Ismail Shabili, and the current prime minister, An Hua.

01:39But even if she encountered a case that had a political color,

01:42the judges she was in charge of were based on the law and the case,

01:46to make the right decision.

01:50She believes that these experiences are enough to prove

01:52that she has never been biased against anyone or the party.

01:55Donggu Maiwen said that since the 1988 judicial crisis,

01:59the reputation of China's judicial independence has been damaged,

02:02but has gradually recovered in recent years.

02:04And the key to judicial independence lies in the process of judicial appointment.

02:08Therefore, she called on An Hua to respect and maintain judicial independence

02:12in the subject of judicial appointment.

02:14She is also confident that An Hua will continue to defend judicial independence with the government,

02:18to ensure that the process of judicial appointment is carried out strictly according to the constitution and legal procedures,

02:23to avoid any political or personal interference.

02:48I will continue to unreservedly remain committed to upholding the cause of judicial independence.

02:54In addition to calling on An Hua,

02:56Donggu Maiwen, the upcoming Chief Justice of the Federal Court,

02:59also called on the judges to be fair and objective

03:02when hosting the opening and presentation of the 2025 Legislative Year.

03:07Regardless of the pressure from the administration or a specific group of interests,

03:11they must be fair and objective, and only judge based on the law.

03:15When I was appointed the first female Chief Justice of Malaysia,

03:19someone asked me,

03:20what would you do if the executive or any other influential party demands that you decide a case in a certain way?

03:29Before I answer the question, let me stress this.

03:32A judge, whether male or female, must always decide justly, fairly, and objectively.
