03:27When Biden gave a speech in Delaware,

03:29he expressed his condolences to the families of the victims,

03:31the injured, and the residents of New Orleans.

03:34according to the FBI report,

03:36the suspect was affected by the Islamic State,

03:40so he committed the crime.
