00:00The 5th Multilateral Maritime Cooperative Activity, or MMCA, was a success

00:06between the Philippines, America, and Japan.

00:09Meanwhile, retired Associate Justice Antonio Carpio

00:13encouraged the government to officially hold a protest

00:17against China's document in the United Nations

00:20regarding their humanitarian baselines in the territorial sea

00:24of the Scarborough Shoal or Bajo de Macinlo.

00:31The Philippines, the U.S. and Japan did various activities

00:35in the 5th Multilateral Maritime Cooperative Activity

00:39this Friday inside the exclusive economic zone of the country

00:42in the West Philippine Sea.

00:44The ships of the Philippine Navy and the Japan Maritime Self-Defense Force

00:49BRP Andres Bonifacio and Murasame-class destroyer JS Samidare

00:55while the Poseidon plane of the U.S. and the Philippine Navy's C-90 aircraft flew.

01:01According to the Armed Forces of the Philippines,

01:04the 5th MMCA was a success between the Philippines, the U.S. and Japan

01:09which showed their strong regional and international cooperation

01:14as part of the advance in the open and free Indo-Pacific.

01:19Meanwhile, retired Associate Justice Antonio Carpio

01:24called for an official protest against China's document in the United Nations

01:31showing their humanitarian baselines in the territorial sea of the Scarborough Shoal or Bajo de Macinlo

01:37which they call Wangyan.

01:39Carpio said it should not be put aside by the government

01:43where this past Sunday, the Chinese ships were again bombed by water cannons and boats

01:50in the middle of the maritime patrol of the ships of the Bureau of Fisheries and Aquatic Resources

01:55and the Philippine Coast Guard.

01:57The basis of our protest would be

02:00China does not have territorial sovereignty over the Scarborough Shoal

02:03and it cannot therefore draw any kind of baseline

02:07whether it's straight, normal or archipelagic, it cannot

02:11because it has no territorial sovereignty.

02:13We have territorial sovereignty.

02:16So, and we have to do this within a reasonable time

02:20otherwise we are deemed to have acquiesced

02:23implying the contested consent.

02:26The Department of Foreign Affairs held a diplomatic protest last month

02:31to push the baselines and base points

02:34that China has laid in Bajo de Macinlo.

02:36The National Maritime Council

02:39also denied that China has no jurisdiction here

02:41because it is not part of their 200 nautical miles exclusive economic zone.

02:47Based on UNCLOS and based on the 26th Arbiter ruling,

02:51the place they are saying is ours.

02:53So again, while they are working on the proper international processes

02:58it is questionable what their basis is.

03:01Because the Scarborough Shoal

03:03it's about 120 nautical miles from ours.

03:07Meanwhile, their harbour is the closest province to China

03:12and that's more than 500 nautical miles away.

03:14In addition to this, Carpio also said

03:17that there needs to be a basis

03:20or a narrative from the government

03:22in resolving the territorial dispute in the West Philippine Sea.

03:26As far as the maritime dispute is concerned,

03:29we have a perfect score.

03:32We won that landmark ruling.

03:34We correctly based it on UNCLOS,

03:36on international law, so we have that award.

03:39But on the territorial dispute,

03:41we don't have a common narrative that's anchored on international law.

03:46When do we start our claim?

03:52Or we're still looking for that date?

04:05It's also an important evidence

04:07in the Philippine conquest

04:09of the Panacot Shoal in Mapa

04:11which is now Scarborough

04:13and Los Bajos de Paragua

04:15which is now Spratly Islands.
