00:58stark warnings and calls to enhance ambition
01:00and enable climate action.
01:02It got off to a promising start on day one
01:05with the approval of international standards
01:07in relation to the global carbon market
01:09under Article 6.4 of the Paris Agreement,
01:13the International Treaty on Climate Change.
01:15The best thing that we have reached
01:18on the first day
01:20was agreeing on a decision
01:23on Article 6.4
01:24endorsing the SPM standards
01:27that have been agreed
01:29in early October in Baku.
01:31That was a long-awaited decision
01:33to be made at the COP.
01:35Ten years of our negotiation process
01:37and the last three COP
01:39several attempts to get it adopted
01:41but finally we got it done.
01:42And having it on the first day
01:45really set the mood
01:46in the negotiating rooms.
01:48Over 40,000 attendees
01:50and 100 heads of state
01:51attended this actionable COP
01:53and the unwavering consensus
01:55was that the time for action
01:57is now.

02:03A report by the International Chamber
02:05of Commerce has revealed
02:07that it's cost the global economy
02:08almost 2 trillion euro

02:15the actual damage
02:16from climate-related events
02:19has actually now
02:20reached the same level
02:21as what occurred
02:23at the same time
02:24as the global financial crisis
02:25and the world leadership
02:26decided they'd do something about it.
02:28Well, we're saying
02:29that's where we are.
02:30You can't keep kicking it
02:31down the road.
02:32We've announced it now
02:33as we go into COP29.
02:35It's time to actually do things.
02:37COP29 was dubbed
02:38the finance COP
02:39and the scaling up
02:41of climate finance
02:42through global financial interoperability
02:45as well as the impact
02:46on developing economies
02:47was high on the agenda.
02:49The European Investment Bank
02:51is bringing concrete solutions
02:52to the table
02:53through climate resilience clauses,
02:56through climate debt swaps
02:59and conversions.
03:00All those countries
03:01that are at the forefront
03:02of climate change
03:03and are extremely vulnerable
03:04because of high indebtedness,
03:06we are providing solutions.
03:09Just recently, this week,
03:10we're going to be signing agreements
03:11that will also foster
03:12the green bond market worldwide
03:15so that we can mobilize
03:16and scale up
03:18the necessary finance
03:19to make this green transition
03:21a global success.
03:23Despite best efforts
03:24and appeals
03:25for compromise
03:25and solidarity,
03:27a global finance deal
03:28could not be agreed upon
03:29before COP29
03:31was due to finish
03:32and it overran
03:33and it overran
03:33by two days.

03:35a breakthrough agreement
03:36was reached
03:37to triple finance
03:38to developing countries
03:39from the previous goal

04:15they wanted
04:16and we leave Baku
04:18with a mountain
04:19of work to do.
04:22The many other issues
04:24we need to progress
04:25may not be headlines
04:27but they are lifelines
04:30for billions of people.
04:32So this is no time
04:33for victory laps.
04:35We need to set our sights
04:36and redouble our efforts
04:38on the road to Belém.
04:40While some were disappointed
04:42it wasn't near
04:43the $1.3 trillion
04:44developing countries
04:45were asking for
04:46some delegations
04:48acknowledged
04:48that the Baku breakthrough
04:49was a step
04:50in the right direction
04:51to safeguard the future
04:52and ensure more money flows.
