00:00Good afternoon, and welcome once again to our often-visited
00:07and, of course, I think you also have to be happy to do this.
00:11I'm very happy that, despite the less than ideal weather,
00:17that we would like to come and visit,
00:20as there are many items that we need to discuss concerning
00:27the different issues that are facing both our countries,
00:36especially on the economic front and certainly, of course,
00:41the military front.
00:43I note that we are signing an agreement on the security
00:53and communication between our countries.
00:56It's a very important step that we continue to interoperate
01:00with our two military vendors.
01:03I would like to point out and remind everyone
01:07how important the exercise has become
01:13in all our behavior steps in these last few years.
01:17We have been here.
01:19We now refer to it as the KLMNOP series of typhoons.
01:28Six typhoons in about less than four weeks.
01:36We were able to do a better job than we would have done otherwise
01:44because of the exercise in which we turned up
01:49with a great many of our military missions
01:52to the benefit of those who have been isolated.
01:57They serve a staging purpose.
02:01Before, when we know that the storm is coming,
02:07we reposition as many assets, material, as we can
02:13as close as possible so as not to damage
02:17the actual resources that we have.
02:20And the exercise has become a staging one
02:23because right after the storm,
02:26many areas can only be reached by helicopter
02:31and many roads close over the night side.
02:36And therefore, even the main capital of provinces
02:42can only be reached by aircraft.
02:45So we have used to a great extent the exercise.
02:51I would just like to remind everyone
02:55of the wisdom behind that and how it has become
02:58so extremely useful in the face of these effects.
03:04But once again, Mr. Secretary Austin,
