00:00Georgia's president said she did not recognize the results of this weekend's parliamentary

00:09vote, which election officials say was won by the ruling Georgian party, aimed at moving

00:15it off a path towards Europe, and called for Georgians to rally in Tbilisi to protest the

00:21results.

00:24Many Georgians viewed Saturday's vote as a referendum on the opportunity to join the

00:29EU, as Brussels had suspended Georgia's EU membership process indefinitely because of

00:34a Russian-style foreign influence law passed in June.

00:40The election campaign was dominated by foreign policy and marked by a bitter fight for votes

00:45and allegations of a smear campaign.

00:51European electoral observers said the election took place in a divisive environment marked

00:56by intimidation and incidents of vote-buying, double-voting and physical violence.

01:06The centre-right GERB party of former Bulgarian Prime Minister Boyko Borisov is the likely

01:11winner of Bulgaria's parliamentary elections, according to exit polls.

01:16Initial results are expected Monday, but it could take days before final official results

01:21are announced.

01:22If these results confirm the exit poll, Borisov will be handed a mandate to form his fourth

01:27cabinet.

01:28It appears, however, that it will be an uphill task for him to find allies to form a governing

01:32coalition in a fragmented parliament.

01:36Voter fatigue and disillusionment with politicians has created an environment where radical political

01:40voices, aided by widespread Russian disinformation, are successfully undermining public support

01:46for the democratic process and boosting the popularity of pro-Russian and far-right groups.

01:52There was no clear winner in the latest vote held in June, and the seven groups elected

01:56to the fragmented legislature were unable to put together a viable coalition.

02:07At least six people have been injured following an overnight Russian strike on a nine-storey

02:13apartment building in Kharkiv.

02:15Regional Governor Oleg Sinegubov reported a series of attacks across the Kharkiv Oblast,

02:22causing more than 50 people to evacuate from the Kupyansk area as Russia intensified attacks.

02:32On the other hand, Russian Defense Ministry footage released on Monday claims to show

02:38artillery units destroying ammunition depots, concentrations of manpower and military equipment

02:45of Ukrainian armed forces in Ukraine.

02:52Meanwhile, on the global stage, Republican Vice Presidential nominee J.D. Vance said

03:02during a talk show on Sunday that Russia is an adversary of the United States, but suggested

03:08it's counterproductive to approach Moscow as an enemy.

03:18NATO Secretary-General Mark Rutte confirms the presence of North Korean troops in the

03:24Russian border region of Kursk after a meeting with South Korea's secret services.

03:29Deployment of North Korean troops represents, one, a significant escalation in the DPRK's

03:38ongoing involvement in Russia's illegal war, two, yet another breach of UN Security Council

03:47resolutions, and three, a dangerous expansion of Russia's war.

03:54For Rutte, the Russian President's reliance on the support of third countries is a sign

03:59of Putin's desperation.

04:02Ukraine's secret services had already detected 11,000 North Korean troops training in eastern

04:08Russia.

04:09South Korea had already sent both arms and manpower to Russia.

04:20The result of the U.S. presidential election will impact the outcome of the war in Ukraine

04:26and by extension the security of the European Union.

04:30While Donald Trump claims he could negotiate a peace deal between Kyiv and Moscow in 24

04:36hours, his return to the White House and isolationist stance suggests that Europeans

04:42might have to shoulder most of the support for Ukraine.

04:54If Trump wins the election, he just might say to Ukraine, the last batch of support

04:59that you got, well, that was the last batch.

05:02And that would cause a great problem because Europe is not ready to take over and it means

05:07that within three, four, six months, Ukraine could find itself without sufficient war material

05:12to prosecute a war.

05:15In contrast, even if U.S. Vice President Kamala Harris has expressed firm support for Ukraine,

05:22Europeans will likely be called upon to strengthen their defence capabilities.

05:27I assume that even if Harris wins the elections, that she will say to the European allies,

05:32this is your problem in the end and you will have to take over the burden of militarily

05:38supporting Ukraine.

05:40But I assume Harris will leave us time.

05:42She will do so gradually.

05:43Regardless of the U.S. election outcome, the European Union is expected to maintain its

05:49support for Kyiv, but it will likely need to re-evaluate their priorities and strategy.

05:55The question is, what is in the end our strategy?

05:58The last European Council said, we will support Ukraine for as long as it takes, as intensely

06:03as it takes until the liberation of all of its territory.

06:07But do our military and political leaders really believe that?

06:10If so, they should give a lot more arms and ammunition.

06:13But if actually they no longer believe that, then they should decide what is the second

06:18best option or the least bad alternative, but an alternative that is feasible.

06:23The U.S. election serves as a wake-up call for the EU.

06:27Europeans must prepare to navigate a rapidly changing world order, and may need to rely

06:33more on themselves in this new geopolitical landscape.

06:42Egypt's president says his country proposed a two-day ceasefire between Israel and Hamas,

06:48during which four hostages held in Gaza would be freed.

06:51Speaking in Cairo, the president also said the proposal includes the release of some

06:56Palestinian prisoners and the delivery of humanitarian aid to the besieged Gaza Strip.

07:03Egypt has been a key mediator along with Qatar and the United States.

07:07This is the first time Egypt's president has publicly proposed such a plan.

07:11Meanwhile, an Israeli strike on a school sheltering displaced people in the Shathi refugee camp

07:17of northern Gaza killed at least 11, according to local authorities.

07:24Israel has struck a number of schools-turned-shelters in Gaza during the one-year conflict, saying

07:29it precisely targets militants hiding out among civilians.

07:35These strikes often kill women and children.

07:42Many Volkswagen employees gathered in front of the company's headquarters in Wolfsburg,

07:46Germany, as they're not happy with recent decisions taken by the car manufacturer.

07:52According to the General Works Council, Volkswagen is planning to close at least three plants

07:56in the country and cut tens of thousands of jobs in the process.

08:09The ones that will keep their job might see cuts up to 18 percent in their salary.

08:13However, negotiations are continuing between the group and the IG Metal trade union.

08:24The management is demanding a permanent 10 percent reduction in monthly pay and two zero

08:29rounds in 2025 and 2026, meaning employees would not receive any raises or cost-of-living

08:36adjustments during those two years.

08:38Meanwhile, IG Metal is demanding a 7 percent wage increase for the employees.

08:45Volkswagen had already announced drastic costs and job cuts at the beginning of September

08:49as the job security and the company wage agreements were terminated.

09:02Volkswagen is justifying the tightened austerity measures by stating that car sales in Europe

09:06have fallen significantly and the company is selling two million cars below the pre-corona level.

09:11A second round of negotiations will take place on Wednesday.

09:19COP16 Biodiversity is entering its final week in Cali, Colombia.

09:24Representatives of indigenous communities from all over America are taking part to call

09:30on countries to honor the commitments they made two years ago.

09:36The negotiations are underway to clarify the implementation of the Global Biodiversity

09:58Framework adopted by nearly 200 countries at the end of 2022. It includes 23 targets.

10:07So far we have 17 percent globally in terrestrial and only 8 percent in marine and coastal.

10:15So there is a strong call to action in the national action plans or in the updated targets

10:23from the different countries to enhance the protection. But that target cannot go alone

10:31without the other target, that is the target number two, that is to promote the restoration.

10:40The European Union claims to be entering the final discussions as a leader in the fight

10:46for biodiversity.

10:48We had Natura 2000 as a vast network of connected protected sites. So because of that in the

10:56nature restoration law we are quite confident that the 2030 goal for the land we will relatively

11:05soon reach. For the water it is a bit more complicated. But also on this we are working

11:12a lot. We will come forward with a water resilience strategy.

11:16According to the UN, green investments need to be tripled to achieve the 2030 targets.

11:25140 ministers and a dozen heads of state are expected during this decisive second week.

11:30The Colombian presidency says it expects major decisions to transform into action the promises

11:36to stop the destruction of biodiversity.
