00:00So, here in the latest satellite image animation, we can see that the center of the tropical storm, Christine, is still offshore or at sea.
00:09But its thick cloud, since yesterday, is affecting many parts of Luzon, some parts of Visayas, and Mindanao.
00:18Earlier this morning, the center of the tropical storm, Christine, is estimated to be only 255 kilometers away,
00:24east of Valer, Aurora.
00:26This storm has a strong wind that reaches up to 85 kilometers per hour,
00:31which is close to its center.
00:32The tornado, on the other hand, reaches up to 105 kilometers per hour.
00:36So now, it is moving in the direction of north-northwest, at a speed of 30 kilometers per hour.
00:41Because of the current situation, location, and strength of the storm,
00:45Tropical Cyclone Wind Signal No. 2 is high here in the areas highlighted in yellow on our map.
00:52The areas of Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Apayao, Abra, Calinga, Mountain Province, Ipugao, Benguet,
01:02the area with Boboyan Island, Isabela, Quirinon, Nueva Vizcaya, and Aurora.
01:07Also here in Nueva Ecija, Bulacan, Tarlac, Pampanga, Zambales, Bataan.
01:14And here in Metro Manila, the warning signal No. 2 is also high.
01:18Also in Cabite, Laguna, Rizal, Saquezon, Pulilo Island, Camarines Norte and Camarines Sur, Catanduanes, Albay,
01:26and here in the northeastern portion of Sorsogon.
01:30So the areas with warning signal No. 2 will continue to experience harsh weather.
01:35When we say harsh weather, it is rain that can still cause floods,
01:40especially in low-lying areas or low-lying areas.
01:43When it comes to communities near rivers, it is possible for water levels to rise due to continuous rain.
01:50When it comes to landslides in areas near the foot of mountains, especially if it rains for several days in their area.
01:57Meanwhile, the wind signal No. 1 is high in areas highlighted by light blue.
02:02In Batanes, Batangas, Occidental Mindoro, Lubang Island, Oriental Mindoro,
02:10Marinduque, Sarumblon, Calamian Island, which is part of Sorsogon,
02:15in Masbate, Tikau, and Burias Island.
02:18Warning signal No. 1 is also high in Bisayas area, Aklan, Capiz, Antique, Caluya Island, Iloilo, Guimaras.
02:26Here in the northern portion of Negros Occidental and northern portion of Negros Oriental,
02:31northern and central portion of Cebu, together with Bantayan Island and Camotes Island.
02:36In Bohol, Eastern Samar, Northern Samar, Samar, Leyte, Biliran, and Southern Leyte.
02:43Warning signal No. 1 is also high in Mindanao area, particularly in Dinagat Island,
02:48Surigao Del Norte, together with Siargao and Bucas Grande group.
02:52In areas with warning signal No. 1, it is possible for continuous rain and wind.
02:57And as we mentioned earlier, in areas with warning signal No. 2,
03:01there are still chances of flooding and landslides.
03:04While the wind can destroy different structures, houses made of materials,
03:10some types of buildings can collapse, power poles can also collapse.
03:16So to our countrymen who are here in areas with warning signals No. 2 and 1,
03:21we have been giving news for a few days,
03:23I hope that in these hours, they have packed their supplies for the next two days
03:29and continue to inform their local government and local DRO officials
03:34for continuous disaster preparedness and mitigation measures.
03:37And as much as possible, today, tomorrow, and until Friday,
03:41stay inside your homes if there is nothing important to do,
03:45if we can avoid going out, to avoid the dangers of the upcoming typhoon Sea Christine.
03:52Now, what are we expecting from this typhoon?
03:56When will it landfall?
03:58So this is the current location of the typhoon Sea Christine.
04:01It is still offshore or in the center, still in the ocean.
04:05But as we have shown earlier, its thick clouds cover the entire Luzon,
04:09many parts of Visayas, and some parts of Mindanao.
04:12We expect that possibly later tonight, it will be upgraded or it will increase even more,
04:18possibly severe tropical storm category before it lands here in the Maybandang Isabela area.
04:25But let's repeat, the area probability shows that there are still possible scenarios
04:32that we will not rule out.
04:34That somewhere over the Cagayan or possibly the northern part of Aurora,
04:40a typhoon may landfall, in the center of the typhoon.
04:43So this area of Cagayan, Isabela, and Aurora should be prepared for a possible landfall scenario.
04:49And the areas that we mentioned that have warning signals number 2 and 1,
04:54should be prepared for the upcoming typhoon.
04:58We expect that from later tonight until tomorrow morning,
05:03the center of the typhoon Sea Christine will pass through the northern Luzon area.
05:08And even though the center will pass through the northern Luzon area,
05:11we expect that we will still have a chance in some parts,
05:15some areas, central and southern Luzon and some parts of Visayas,
05:19that will still be affected by the typhoon.
05:21So not only the three areas that I mentioned earlier should be prepared for the first possible landfall,
05:26but let me repeat, all areas that have warning signals.
05:30And then we will look at the forecast track,
05:33possibly on the upcoming Friday, almost in the northwestern boundary of our air responsibility,
05:39Friday morning.
05:41And possible, Friday afternoon until night, this will continue to come out of our air responsibility.
05:47But because the typhoon is so wide, even though it comes out of the par on the upcoming Friday,
05:53we are still possible to have a warning signal here in the western section of the northern and central Luzon.
05:58So our countrymen, let's look forward to our three-hourly update on the typhoon Sea Christine
06:03because we expect that it is possible to have a landfall and that this typhoon will pass.
06:08Now, on the upcoming Saturday morning, this will continue to move away from the boundary of our air responsibility
06:14and even though we expect this to develop into a typhoon category,
06:19we expect that it will continue to move here in either the southern part of China or towards the Vietnam area.
06:27So our forecast track remains the same, almost the same scenario,
06:32but I repeat, every three hours we will give an update.
06:36If there will be a change in movement, intensity,
06:39it is possible that there will also be a change in the warning signal
06:42and what we expect, rain and strong winds, in the areas I will mention in the next slides of this presentation.
06:49In terms of rain, what do we expect?
06:52Today, we expect rain that is possible to reach more than 200 mm
06:57in Cagayan, Isabela, Apayao, Aurora, Quezon, Catanduanes, Camarines North and Camarines Sur.
07:04Meanwhile, heavy to intense rains today,
07:06Cagayan Valley, Cordillera Administrative Region, Ilocos Region, Rizal, Albay and Sorsogon.
07:15Moderate to heavy rains today, Central Luzon, Calabar Zone, Metro Manila, Occidental and Oriental Mindoro,
07:24Marinduque, Romblon, Calamian Island, Masbate and Northern Samar.
07:29Tomorrow, we expect more than 200 mm of rain.
07:34Intense to torrential, Pangasinan, Zambales and La Union.
07:38Moderate to heavy rains, heavy to intense in Ilocos Region, Cordillera Administrative Region and Bataan.
07:45Moderate to heavy rains, Tarlac, Pampanga, Nueva Ecija, Bulacan, Metro Manila, Cavite, Batangas and Occidental Mindoro.
07:53On Friday, we expect, even though we don't expect heavy to intense or torrential rains,
08:00we still expect moderate to heavy rains in Pangasinan, Zambales and La Union.
08:05So, let's repeat the reminder.
08:07In the areas we mentioned, it is possible to experience this amount of rain.
08:11It is possible to experience flooding in low-lying areas,
08:14flooding in communities near the riverside,
08:18and landslides in areas near the mountains.
08:23Meanwhile, it is possible to experience strong winds.
08:28Aside from tropical cyclone wind signals 2 and 1,
08:32there are also areas outside the warning area where it is possible to experience strong winds.
08:37Today, Mimaropa, Visayas and Mindanao.
08:39Tomorrow, in Mimaropa, Bicol Region, Visayas, Basilan, Sulu-Tawi-Tawi,
08:45Zamboanga del Norte, Lanao del Sur, Northern Mindanao, Dinagat Island,
08:50Surigao del Norte, Dabao del Sur and Dabao Oriental.
08:53Meanwhile, in the area of Bienes, it is expected to experience strong winds.
08:57In Mimaropa, Bicol Region, Western Visayas, Negros Occidental, Zamboanga del Norte, Basilan, Sulu and Tawi-Tawi.
09:05Strong winds can cause landslides,
09:10damage to houses made of light materials,
09:15and can cause power outages.
09:18So, that is what we should remember.
09:21From today until tomorrow, as much as possible, stay indoors.
09:26Because landslides, for example,
09:29can cause power outages.
09:34And then also, landslides, debris from damaged houses
09:40can also cause damage to our countrymen.
09:43Now, in terms of storm surge,
09:49when there is an approaching storm,
09:51the storm surge is usually experienced in coastal areas
09:55exposed to incoming storms.
09:57We can see here, highlighted in yellow,
10:00Kamarines Sur, Birak,
10:03Orange in Pulilo Island,
10:06Quezon, Aurora, Isabela,
10:09Cagayan, and some parts of Babuyan Island.
10:12And yellow in Ilocos Region,
10:14as well as here in the Sambales area.
10:17It is possible to experience a storm surge
10:20as a result of an upcoming storm.
10:22So, as much as possible, to our countrymen,
10:25even if you have a small sea vehicle,
10:27do not allow it to cross any of these areas.
10:31Especially in seas with a warning signal.
10:34Stay onshore first.
10:36And wait for the storm to pass before we cross again.
10:40And like what we said,
10:42every three hours, we will give an update on Christine's storm,
10:46be it on our forecast rains and strong winds,
10:49and sea condition.
10:50Our next Tropical Cyclone Bulletin will be released later at 2 PM.
10:54Meanwhile, our next live press briefing will be released later at 5 PM.
11:00That is the latest from the Pagasa Weather Forecasting Center.
11:03Good day to all of you.
