00:16The Office of the Ombudsman also suspended the six-month-old officials of the town of Porac, Pampanga
00:21because of the gross neglect of duty related to Lucky South 99,
00:25the raid of the Philippine Offshore Gaming Operator in the town.
00:28Mayor Jaime Capil, Vice-Mayor Francis Lorenz Tamayo, and the councilors of Porac, Pampanga were suspended.
00:34Emerald Vital, Licensing Assistant, and the Officer-in-Charge of the Business Permit and Licensing Office were suspended.
00:41The Preventive Suspension Order was revoked because of the complaint of the DLG
00:45where Mayor Capil was forced to validate the document of the Business Permit Application of Lucky South 99.
00:51Capil's neglect of duty was clear when he issued the Business Permit
00:55followed by Vital's recommendation until December 31, 2023
00:59even though his license expired on October 27, 2023.
01:04The DLG also said that Capil was forced to act on the Business Permit of Lucky South 99
01:09when his license expired completely
01:11even though he did not act on the crimes committed inside the so-called establishment
01:15while he was forced to issue an ordinance or resolution to stop the crime
01:19in Lucky South 99, Vice-Mayor Tamayo and the councilors.
01:22According to Ombudsman, there is a strong evidence of guilt against the officials of Porac LGU.
01:29Ombudsman explained that the Preventive Suspension is to avoid any possible influence on the case.
01:34The order will be executed immediately within 6 months and they will not receive any salary.
01:40On June of this year, Operation Sapogo was launched in Porac, Pampanga.
01:44In the operation, more than 200 people, including Filipinos, Chinese, and other nationalities were rescued.
