00:00Bagyong Hulyan is still strong and now has a strong wind of 195 kmph near the center
00:10and gustiness of 240 kmph.
00:15And now, earlier at 9 in the morning, it came out of our area of responsibility.
00:22His eyes are outside the PAR, but we expect that this is just a temporary exit
00:29because we're expecting a possible re-entry of Bagyong Hulyan's eyes in our area of responsibility,
00:36most likely tomorrow.
00:38We will explain that in the next slide.
00:41But this is what we are showing now, the satellite imagery.
00:44We can see that although his eyes are outside, his diameter is still extending or expanding.
00:51So now, this storm is still affecting a large part of Northern Luzon.
00:57That's why the extreme northern Luzon and some parts of the northern Luzon are still exposed to strong rains
01:04even though Bagyong Hulyan also has strong winds and gustiness.
01:09And earlier, as of our latest location, we saw this at a distance of 235 kmph,
01:15gustiness of 8 BPM, and his movement is still very gusty and very slow.
01:21Even though this is one of the not-so-good scenarios of this storm because it is slow,
01:26our landmass here in the extreme northern Luzon and some parts of the northern Luzon are exposed to strong rains and strong winds.
01:42In the latest expected track, we can see that earlier at 8 AM, this is still within the boundary of our area of responsibility.
01:50Then by 9 AM earlier, his eyes or the center of his eyes came out of our area of responsibility.
01:57And if his direction does not change and it becomes a track,
02:02it is possible that by tomorrow, it will most likely enter or have a re-entry into our area of responsibility.
02:10And then generally, his movement is already north-eastward until it comes out of our area of responsibility.
02:16But if you will notice, even though his movement is like this,
02:21our issue of the Tropical Cyclone Bulletin is still continuous
02:27because we expect that it will still have an effect on a large part of the northern Luzon in the coming days.
02:36And by the way, we will still continue to monitor the expected updates on this track
02:43because the changes are still possible because this storm is now outside our area of responsibility.
02:55Cognizant of Signal No. 2, it is still high in Batanes, Babuyan Islands, northern portion of Ilocos Norte,
03:02and in the northwestern portion of mainland Cagayan.
03:05Meanwhile, Signal No. 1 is now high in the remaining part of Ilocos Norte,
03:11in Ilocos Sur, La Union, Pangasinan, Apayau, Calinga, Abra, Mountain Province, Ifugao, Maguinsa, Binguet.
03:22Signal No. 1 is in the remaining part of mainland Cagayan, in Isabela, Quirino, Nueva Vizcaya,
03:29northern portion of Aurora, and in the northern portion of Nueva Ecija.
03:34So mostly, northern Luzon and some parts of central Luzon now have wind signals
03:40because they are the ones affected by this storm.
03:45And this data that we are showing is the highest or 24-hour highest rainfall.
03:53So, it's September 30, so over the past 24 hours, and we saw based on the data,
03:59Basco Batanes recorded 727.8 mm of rainfall.
04:05That's a lot. And so far, it's the highest in history, according to our initial report.
04:12And then, in Lawag City, Ilocos Norte, 481.6 mm.
04:18Calayan, Cagayan, 201.5 mm of rainfall.
04:24Baguio City, 120 mm of rainfall.
04:27While in Sinait, Ilocos Sur, 97.4 mm of rainfall.
04:34The highest I'm saying in history is only in Basco Batanes.
04:39But that's just the initial report.
04:42But what is the purpose of showing this data?
04:45To inform us that because of the strong torrential and intense rains that were experienced
04:52over the past 24 hours, the land is very saturated.
04:57And the landslides are possible.
05:00Our landslides areas are very prone to continue flooding.
05:07Meanwhile, the strong to gale force winds are still possible in Ilocos Region,
05:12Cordillera Administrative Region, northern and eastern portions of mainland Cagayan,
05:17eastern portion of Isabela, Aurora, Zambales, Bataan, Metro Manila, Calabarzon,
05:24Romblon, and even in Camarines Norte.
05:27By tomorrow, the gust winds are still possible in Ilocos Norte,
05:31Ilocos Sur, Abra, Apayau, Batanes, Baboyan Islands,
05:36the northern and eastern portions of mainland Cagayan,
05:39even in the eastern portion of Isabela.
05:41And by October 3, the gust winds are still possible in Batanes and Baboyan Islands.
05:51As for the rainfall amount, the heavy to intense rainfall,
05:55100 to 200 mm of rainfall is still possible in Batanes, Baboyan Islands, and Ilocos Norte.
06:04So, we still have to be very careful with our countrymen.
06:07We cannot be complacent because the rains are still continuing.
06:11Even the gust winds are still possible in this area.
06:16And the signal number 2 is still higher in this area.
06:23As for moderate to heavy rainfall, 50 to 100 mm of rain is still possible in mainland Cagayan,
06:30Cordillera Administrative Region, and the rest of Ilocos Region.
06:35Tomorrow, heavy to intense rain is still possible in Batanes and Baboyan Islands,
06:40while moderate to heavy rain is still possible in Ilocos Norte and Ilocos Sur.
06:47Then, generally, the forecast rainfall is higher in elevated or mountainous areas.
06:58And under these conditions, flooding and rain-induced landslides are possible,
07:02especially in susceptible areas or highly or very susceptible to these hazards
07:08as identified in hazard maps and in areas with considerable rains for the past several days.
07:14Our gale warning is still high in Batanes, Cagayan, along with Baboyan Islands,
07:20Ilocos Norte, and Ilocos Sur.
07:22Therefore, sea vehicles are still not allowed to cross these areas
07:28due to the danger of flooding.
