00:00As part of the preparations for the midterm elections in 2025,

00:03Comelec inspected the place where the COCs will hold their elections.

00:12Even the new machines for printing balotas.

00:15This is what Louisa Erispe reported.

00:19The Commission on Elections has already laid the preparations

00:22for one of the most important parts of the election in 2025,

00:26the issuance of the Certificate of Candidacies of candidates for national and local positions.

00:32That's why the Commission inspected the Manila Hotel

00:36where the activity will be held.

00:38From October 1st to 8th,

00:41the COCs will issue the certificates for the national positions for the 2025 elections.

00:47Even though this place is big and spacious,

00:51Comelec said that they are still tight on the number of candidates for the Senators.

00:56They can only include four candidates for the COCs

00:59and for the nominees for the party list, only up to three.

01:03Comelec asked the candidates to follow the procedures

01:07to avoid confusion during the issuance of the Certificate of Candidacies.

01:11It's better to just follow what we're doing

01:15so that you won't just get f**ked by the majority.

01:19Our purpose here is to file the Certificates of Candidacy in an orderly manner.

01:25For the candidates in the Legislative District,

01:28it will be filed in the District Offices of Comelec.

01:31For the regional positions,

01:33it will be filed in the Office of the Provincial Supervisor of the Commission.

01:36For other local positions,

01:38like the Mayor and others,

01:40it will be filed in the local Comelec offices.

01:42Comelec said that they will issue all the candidates' COCs on the Comelec website.

01:49We will monitor the filing of the Candidacy throughout the country.

01:54Again, we call on the candidates

01:59to use the proper form of the COC.

02:02You might get questioned if you don't use the proper form.

02:05The proper form is attached to our guidelines.

02:08Of course, all the items or datos required for the Certificate of Candidacy must be complete.

02:16Because the issue of firing Alice Cuo as the Mayor of Bamban, Tarlac is hotly debated,

02:22if the COC still hires the former Mayor,

02:25Comelec will still accept her.

02:28But it is unlikely that she will run in the election.

02:31Whatever their current situation,

02:33if they are facing a case,

02:35or if there is a decision on their case,

02:37we will accept it.

02:38Now, we have a resolution

02:43if there is a decision from the Office of the Ombudsman,

02:47and perpetually disqualified to hold public office,

02:50we will cancel the Candidacy.

03:03Comelec also inspected the new machines in the National Printing Office from South Korea.

03:09Aside from being fast,

03:10the machines are capable of printing more,

03:14and the quality of the ballot.

03:16In the Asia region,

03:18here in the Philippines,

03:19the machines are the first to be tested,

03:22just like the ones used in the US and Europe.

03:25I hope that this is not the only thing that is being shown to us.

03:28I hope that when these machines perform,

03:31especially when October comes,

03:33we will see their performance.

03:35I hope that our expectations will be met.

03:37At the same time,

03:38this will not speed up the printing of the ballot

03:41if not for the quality of the ballot that we will be printing.

03:44On October 25,

03:46the machines will be formally turned over to Comelec from Mirosystems Company Ltd.

03:51Here, the capacity of the machines will be tested.

03:54According to the supplier,

03:56one million ballots can be printed every day.
