00:43Former Italian Prime Minister and President of the European Central Bank Mario Draghi

00:47presented his report on the future of European competitiveness on Monday.

00:52The report has 170 proposals to increase productivity and has security and reduced

00:57dependencies while keeping the European social model intact.

01:02Draghi's initiative comes at a crucial moment for the future of Europe. The EU is losing

01:07ground as each passing year it becomes less able to compete with China and the United

01:12States in global trade arena.

01:14It's going to be a slow agony. And think about the fact that the population is declining

01:21and by 2040 two million workers a year will disappear from the labour market. So we're

01:28going to be a society that basically shrinks.

01:33Draghi calls for a minimum of 750 to 800 billion euro additional investment per year. This

01:38means increasing the EU's investment share to around 27 percent of EU gross domestic

01:43product. To achieve this goal, the European Union would have to issue common debt instruments

01:47one more time as it was done for the recovery of post-pandemic known as the planned next

01:51generation EU, which was also a 800 billion euro model.

01:55And the big question is, is there need of safe common assets? Yes, the answer is yes.

02:01While the European Commission President Ursula von der Leyen seems open to the idea, some

02:05EU governments are likely to oppose it, making it very difficult to achieve. Overall, the

02:09suggested amount is twice the size of what Europe spent after the Second World War to

02:14rebuild.

02:15I think it's not very likely at the moment. We do not have a German coalition government

02:21that is in the position to make any progress or any moves in that direction. They are politically

02:27very divided and the opposition is also against it. And we do not have a clear French political

02:34landscape that would help to build trust. So at the end of the day, joint borrowing

02:41really only works when you have more trust among member states, which we don't.

02:47Draghi's report, which helps defining tasks for the next commissioners, also encourages

02:51boosting the European defence industry, research in innovative technologies and decarbonisation.

02:57According to Draghi, without action, Europe will have to either compromise its welfare

03:02or its environment or its freedom.

03:08The EU's High Representative for Foreign Affairs, Josep Borrell, has arrived in Egypt for talks

03:13with Egyptian President El-Sisi on the humanitarian crisis in Gaza. Their discussions will cover

03:20the EU's role in alleviating the human suffering caused by Israel's war in Gaza, as well as

03:26ceasefire mediation efforts by Egypt, the US and Qatar.

03:32Today the most urgent thing is to make these ambulances to enter or to receive the wounded

03:38people. And that's why the European Union is ready to present their capacities, to offer

03:43their logistic capacities in order to reopen this border and to have the European staff

03:50deployed on the other side of this border, in order for the border to be open.

03:55Borrell spoke from the Egyptian side of the Rafah crossing with Gaza, where he is expected

04:00to inaugurate an EU-funded project to help Gazan children and their caregivers in Egypt.

04:07Borrell's visit is part of the EU's ongoing engagement mission aimed at preventing further

04:11regional escalation. He will also travel to Lebanon later this week to discuss the country's

04:17stability and its role in the wider Middle East conflict.

04:25The EU's diplomatic service has strongly condemned Russia's municipal elections held in occupied

04:35Crimean territory, stating the vote violates international law, the UN Charter and Ukraine's

04:42sovereignty.

04:44The EU does not recognize the so-called elections or their results in Crimea, the European Union

04:51External Action Service said in a statement on Monday. They are null and void and cannot

04:57produce any legal effects whatsoever.

05:02Eighty-three elections spanning regional to municipal were held throughout Russia from

05:06September 6th to 9th.

05:10Areas included the Ukrainian-controlled region of Kursk in Russia, which saw the country's

05:16third highest percentage of voter turnout.

05:20The results, strongly expected to tilt towards Moscow-approved candidates, are slated to

05:25roll in by the end of September.

05:33Record high temperatures and low rainfall are having severe consequences across Europe.

05:39In Bosnia, soaring temperatures this summer have caused parts of some lakes to dry up

05:44entirely. The Bileca Lake is normally a source of hydroelectric energy in Bosnia, as well

05:50as a popular swimming spot. This year, critically low water levels broke new records, impacting

05:56both the energy and tourism industry in the Balkan country.

06:14In Poland, another record was broken, with the water gauge of the Vistula River in Warsaw

06:35showing just 24 centimeters on Monday after a hot weekend. Hydrologists had been warning

06:41for days that the river would reach its lowest levels ever recorded. Monday's reading broke

06:48the record from nine years ago, when the Vistula River level dropped 26 centimeters three times.

07:02The issue of how to grant citizenship to immigrants' children born in Italy has long been at the

07:07center of the political debate. Italy's Deputy Prime Minister and leader of Forza Italia,

07:12Antonio Tajani, has recently demanded a review of the current law, which makes the process

07:16hard to achieve. He has backed the introduction of the so-called Jus Scolae and the possibility

07:22to grant citizenship to those who complete 10 years of compulsory education in Italy.

07:27While remaining a close ally of Meloni, Forza Italia's move has not been welcomed by the

07:31party's coalition partners. Amin was born in Somalia and arrived in Italy when he was

07:36four years old. After living and studying in the country for over 30 years, he's not

07:41considered an Italian citizen. Today, he's one of the promoters of the reform proposal.

08:14in Italy to foreign parents.
