Draghi puts forward proposals to counter Europe's rapid decline. If accepted, the cost will
00:06
be 800 billion euros of investment annually.
00:10
EU High Representative Josep Borrell has arrived in Egypt for talks on the humanitarian crisis
00:17
in Gaza.
00:21
The European Union has condemned Russian municipal elections held in the occupied territory of
00:27
Crimea.
00:32
Calls to reform a decades-old citizenship law have triggered debate in Italy.
00:43
Former Italian Prime Minister and President of the European Central Bank Mario Draghi
00:47
presented his report on the future of European competitiveness on Monday.
00:52
The report has 170 proposals to increase productivity and has security and reduced
00:57
dependencies while keeping the European social model intact.
01:02
Draghi's initiative comes at a crucial moment for the future of Europe. The EU is losing
01:07
ground as each passing year it becomes less able to compete with China and the United
01:12
States in global trade arena.
01:14
It's going to be a slow agony. And think about the fact that the population is declining
01:21
and by 2040 two million workers a year will disappear from the labour market. So we're
01:28
going to be a society that basically shrinks.
01:33
Draghi calls for a minimum of 750 to 800 billion euro additional investment per year. This
01:38
means increasing the EU's investment share to around 27 percent of EU gross domestic
01:43
product. To achieve this goal, the European Union would have to issue common debt instruments
01:47
one more time as it was done for the recovery of post-pandemic known as the planned next
01:51
generation EU, which was also a 800 billion euro model.
01:55
And the big question is, is there need of safe common assets? Yes, the answer is yes.
02:01
While the European Commission President Ursula von der Leyen seems open to the idea, some
02:05
EU governments are likely to oppose it, making it very difficult to achieve. Overall, the
02:09
suggested amount is twice the size of what Europe spent after the Second World War to
02:14
rebuild.
02:15
I think it's not very likely at the moment. We do not have a German coalition government
02:21
that is in the position to make any progress or any moves in that direction. They are politically
02:27
very divided and the opposition is also against it. And we do not have a clear French political
02:34
landscape that would help to build trust. So at the end of the day, joint borrowing
02:41
really only works when you have more trust among member states, which we don't.
02:47
Draghi's report, which helps defining tasks for the next commissioners, also encourages
02:51
boosting the European defence industry, research in innovative technologies and decarbonisation.
02:57
According to Draghi, without action, Europe will have to either compromise its welfare
03:02
or its environment or its freedom.
03:08
The EU's High Representative for Foreign Affairs, Josep Borrell, has arrived in Egypt for talks
03:13
with Egyptian President El-Sisi on the humanitarian crisis in Gaza. Their discussions will cover
03:20
the EU's role in alleviating the human suffering caused by Israel's war in Gaza, as well as
03:26
ceasefire mediation efforts by Egypt, the US and Qatar.
03:32
Today the most urgent thing is to make these ambulances to enter or to receive the wounded
03:38
people. And that's why the European Union is ready to present their capacities, to offer
03:43
their logistic capacities in order to reopen this border and to have the European staff
03:50
deployed on the other side of this border, in order for the border to be open.
03:55
Borrell spoke from the Egyptian side of the Rafah crossing with Gaza, where he is expected
04:00
to inaugurate an EU-funded project to help Gazan children and their caregivers in Egypt.
04:07
Borrell's visit is part of the EU's ongoing engagement mission aimed at preventing further
04:11
regional escalation. He will also travel to Lebanon later this week to discuss the country's
04:17
stability and its role in the wider Middle East conflict.
04:25
The EU's diplomatic service has strongly condemned Russia's municipal elections held in occupied
04:35
Crimean territory, stating the vote violates international law, the UN Charter and Ukraine's
04:42
sovereignty.
04:44
The EU does not recognize the so-called elections or their results in Crimea, the European Union
04:51
External Action Service said in a statement on Monday. They are null and void and cannot
04:57
produce any legal effects whatsoever.
05:02
Eighty-three elections spanning regional to municipal were held throughout Russia from
05:06
September 6th to 9th.
05:10
Areas included the Ukrainian-controlled region of Kursk in Russia, which saw the country's
05:16
third highest percentage of voter turnout.
05:20
The results, strongly expected to tilt towards Moscow-approved candidates, are slated to
05:25
roll in by the end of September.
05:33
Record high temperatures and low rainfall are having severe consequences across Europe.
05:39
In Bosnia, soaring temperatures this summer have caused parts of some lakes to dry up
05:44
entirely. The Bileca Lake is normally a source of hydroelectric energy in Bosnia, as well
05:50
as a popular swimming spot. This year, critically low water levels broke new records, impacting
05:56
both the energy and tourism industry in the Balkan country.
06:14
In Poland, another record was broken, with the water gauge of the Vistula River in Warsaw
06:35
showing just 24 centimeters on Monday after a hot weekend. Hydrologists had been warning
06:41
for days that the river would reach its lowest levels ever recorded. Monday's reading broke
06:48
the record from nine years ago, when the Vistula River level dropped 26 centimeters three times.
07:02
The issue of how to grant citizenship to immigrants' children born in Italy has long been at the
07:07
center of the political debate. Italy's Deputy Prime Minister and leader of Forza Italia,
07:12
Antonio Tajani, has recently demanded a review of the current law, which makes the process
07:16
hard to achieve. He has backed the introduction of the so-called Jus Scolae and the possibility
07:22
to grant citizenship to those who complete 10 years of compulsory education in Italy.
07:27
While remaining a close ally of Meloni, Forza Italia's move has not been welcomed by the
07:31
party's coalition partners. Amin was born in Somalia and arrived in Italy when he was
07:36
four years old. After living and studying in the country for over 30 years, he's not
07:41
considered an Italian citizen. Today, he's one of the promoters of the reform proposal.
08:07
For years, Save the Children has carried out groundwork to help integrate children born
08:14
in Italy to foreign parents.
08:44
Salvini's League Party is against the reform.
09:14
Antonio Tajani and his party are determined to take the proposal to Parliament.
09:22
Giorgio Arlandi for Euronews in Rome.
09:29
The European Union must take a leading role following the exile of Venezuelan opposition
09:37
leader Edmundo Gonzalez in Spain, says Venezuelan journalist and opposition activist Carla Angola.
09:45
The European Union must take a leading role following the exile of Venezuelan opposition
09:53
leader Edmundo Gonzalez in Spain, says Venezuelan journalist and opposition activist Carla Angola.
10:02
The Venezuelan politician who won the 28th of July elections, according to the results
10:06
of the opposition, has requested asylum in Spain. But according to Angola, it is not
10:13
enough.
10:32
Spain has coordinated Gonzalez's trip with the government of NicolΓ‘s Maduro, but the
10:37
Spanish foreign minister JosΓ© Manuel Γlvarez said there were no quid pro quos. Angola says
10:45
exile benefits Maduro.
10:52
There are calls on the European Parliament to stop seeing the situation as a matter
11:08
of internal Spanish politics. At the moment, the European Union does not recognize Maduro
11:14
or Gonzalez's victory.
11:22
Gonzalez now joins the list of Venezuelan oppositions exiled in Spain.
