01:27The soldiers involved in the Lutsk incident were combat veterans who had been reassigned
01:31to the draft office after being wounded at the front.
01:34The attack left them shaken as they had not participated being attacked so far from the
01:39combat zones.
01:42This new policy allowing the use of lethal force in self-defense situation with civilians
01:46is likely to escalate tensions in Ukraine's already volatile mobilization process.
01:52There have been numerous reports and videos showing Ukrainian enlistment officers using
01:57violence against the potential recruits, raiding public transport and even engaging in physical
02:02altercation with those avoiding conscription.
02:05Furthermore, Ukraine needs more manpower amid reports of loss of 5,000-plus soldiers in
02:11the Kursk offensive.
02:13The push to bolster the Ukrainian military was intensified after a mobilization law passed
02:18in April reduced the conscription age from 27 to 25 and simplified the mobilization process.
02:25This has led to an increase in draft dodgers attempting to leave the country.
02:31Ukrainian officials themselves estimate that approximately 100 military aged men try to
02:35escape Ukraine daily, though media reports indicate the number can be three times higher.
