Russia declares federal emergency as Ukrainian troops continue cross-border assault

It is the fourth day of Ukraine's incursion into the Kursk region. The lack of Russian

response and the rate of Ukrainian advance indicate that the Russian military was caught

by surprise. This is according to US-based think tank the Institute for the Study of

War. They add that Ukraine reportedly advanced up to 35 kilometers beyond the border.

The think tank notes that while the Ukrainian forces are moving in small groups to conduct
