00:00Contra-flood solutions that cannot be implemented have once again gone down the drain,
00:04including a spillway that cleans a part of a barangay in Muntinlupa and an underground water pump like the BGC.
00:13Jonathan Andal has the story.
00:18While many parts of Metro Manila are being flooded due to the strong winds caused by Hurricane Carina,
00:25the BGC, or Bonifacio Global City in Taguig, remained flood-free.
00:32One of the reasons is that it is under these trees.
00:35I am now here at the Borgo Circle in the BGC.
00:38Underneath this parking lot, there is a water detention tank that we can see in this hole.
00:45When it rains in the BGC, the water is imbucked here first, so it does not flood here.
00:50And when the rain stops, it is pumped out to a creek that flows to the Pasig River.
00:58It is deep, up to four floors, and can imbuck more than 20 million liters of water,
01:05or equivalent to the contents of eight Olympic-sized swimming pools.
01:09The DPWH said that they plan to replicate this in other parts of Metro Manila,
01:14such as beneath the UST that is in Bahaing España Boulevard in Manila, but it did not overflow.
01:21However, the UST administration did not agree.
01:27So, we are looking for the areas.
01:30The 1975 Flood Control Master Plan also plans to add a pool of water aside from the Pasig River.
01:37It will be part of the Mangahan Floodway that was built in 1986 to bring water from Metro Manila to Laguna de Bay.
01:44It would also be part of the Paranaque Spillway where the other water will flow to Manila Bay, but it was not done.
01:51That is why it was not continued because there was no budget.
01:54Political will, lack of continuity, analysis paralysis.
01:59No budget?
02:00Budget, you can borrow money.
02:02In Dubai, all borrowed money, but they have a good plan.
02:05But the Mayor of Montinlupa said at the hearing of the Chamber,
02:08if the Paranaque Spillway is continued, half of Barangay Bulig in their city will be cleared.
02:14The last say of the people of Montinlupa is an objection to it.
02:17We are with them in finding a solution to the problem of flooding.
02:22But of course, we are also on the lookout for our constituents.
02:26If there are other options, why not?
02:29I am aware that this project has been already approved by DINEDA Board.
02:33So anyway, because of this information, we can always have a second look at it.
02:43For GMA Integrated News, Jonathan Andal.
