00:00The oil tanker in Bataan has not yet started to collect the cargo of oil
00:05due to bad weather.
00:07In case of an oil spill, it is expected to reach Metro Manila.
00:11John Consulta witnessed it.
00:16Oil sheen or oil slick is what the Philippine Coast Guard sees
00:20in the sea around Limay, Bataan
00:22where the oil tanker MT Terra Nova sank.
00:26But they wanted to avoid the possible oil spill
00:29of the oil tanker.
00:32The equipment used for this mission
00:34was prepared by the Coast Guard of Bataan
00:37to prevent the oil spill from spreading.
00:42This is the private salvage company
00:44that will be pushed to the sea around Limay, Bataan
00:47where the MT Terra Nova sank.
00:50According to the Philippine Coast Guard,
00:51this group will use the 1.4 million liters of industrial oil
01:00that was loaded by the MT Terra Nova.
01:03And at the time of the oil spill,
01:05it will be loaded here in these plastic containers
01:09to really get out of the danger of the sea of Bataan.
01:15The Coast Guard started to examine the water
01:18around the sunken tanker.
01:20But due to bad weather,
01:21the siphoning or extraction of oil from the tanker did not start.
01:26The Coast Guard is worried that if the oil spill will happen,
01:29Metro Manila and nearby areas may be affected.
01:32This is the area of Manila, Bulacan, and Pampanga.
01:40So we are coordinating with the local government units
01:43of these areas.
01:46Plus, we dispatched our personnel to get this.
01:50Okay.
01:52PEDRO-EMB got a water sample
01:55from coastal areas in Limay and Mariveles
01:58to find out if the oil reached them.
02:01The question now is,
02:02who should be responsible
02:04if the ships will continue to sail?
02:06The Port Anagas Ship Management said
02:09the owner of MT Terra Nova
02:11that the Coast Guard stopped the sailing of the ship on July 22,
02:14but allowed it to sail the next night.
02:17What we are asking is,
02:19if the signal will come from the Coast Guard
02:23or from the PTA, the Philippine Port Authority,
02:26we are not clear if it is allowed.
02:30But what we know is that the captain is still in the discussion.
02:35The owner of the ship is already on the Coast Guard
02:38for the planning and timeline of the oil spill.
02:41Our goal is zero oil spill.
02:44Just in case, worst comes to worst,
02:47if it really happens,
02:49we are all prepared.
02:52Our equipment and other equipment
02:54that is not available here in the Philippines
02:56are already requested by other countries.
03:00The LGU prohibited fishing in the area.
03:04Our barangay captains are helping
03:06and preparing for help.
03:09For JMA Illigrity News,
03:11I am John Consulta, your witness.
