00:00Earlier at 4 in the morning, the center of Baguio, Carina, was last seen.
00:05490 kilometers away, it is the light of a certain aurora.
00:09It is still a tropical storm with a strong wind that is close to the center.
00:15It reaches 75 kilometers per hour and a storm that reaches 90 kilometers per hour.
00:22Carina's movement continues west-northwestward at a speed of 10 kilometers per hour.
00:29We can see here in our satellite images that this storm is affecting our country.
00:35It is the south-west monsoon, the strong wind that is being carried by Baguio-Carina.
00:41Today, we can experience a cloudy sky with a mix of rain, snow, and lightning
00:46in the western sections of Luzon and Visayas, particularly here in Antique,
00:52Northern Palawan, Occidental Mindoro, Zambales, Bataan, and in the province of Pangasinan and La Union.
01:01The weather is clearer than we expected in most parts of our country, including Metro Manila.
01:06Even now, we are still prepared for the chances of sudden and fast-flowing rain
01:11caused by localized thunderstorms.
01:14Here in our satellite images, the sea tropical depression,
01:18which used to be in Cebu, Choy, is here as well.
01:21It is still outside of our PR and there is no direct effect in any part of our country.
01:28And this will be Baguio-Carina's track and intensity forecast.
01:33We expect a continuous north-westward movement of thunderstorms.
01:37And 24 hours from now, so on Monday,
01:42Carina's location is 420 kilometers away from Garau City in Cagayan.
01:48Afterwards, Carina's north-northwestward movement will continue.
01:54On Tuesday, her location is 390 kilometers away from Calayan, Cagayan.
02:02This movement will continue towards the northern boundary of our Philippine Area of Responsibility.
02:08And by Wednesday, her location is 365 kilometers east-northeast of Itbayat, Batanes.
02:17And by Thursday early morning,
02:19it is possible that she is already outside of our Philippine Area of Responsibility,
02:23595 kilometers north-northeast of Itbayat, Batanes.
02:29And for heavy rainfall that Carina is bringing,
02:34we expect that Carina will bring direct rains in some parts of our country.
02:41As early as tomorrow, July 22, we expect 50 to 100 millimeters of rainfall.
02:47So this is the moderate to heavy rains in the northeastern portion of mainland Cagayan
02:51and in the eastern portion of Babuyan Islands.
02:54So the rainfalls that we may experience will be stronger by Tuesday, July 23.
03:00100 to 200 millimeters, so this is the heavy to intense rainfalls in the area of Batanes,
03:05while moderate to heavy rains in the area of Babuyan Islands.
03:10And in addition to the rainfalls that Carina brought,
03:14we will also experience the rainfalls brought by the Southwest Monsoon,
03:17or heavy winds that will bring the so-called typhoon in the coming days.
03:22So this Enhanced Southwest Monsoon is possible to bring moderate to intense rains
03:27here in the western portion of Luzon in the coming days.
03:32And for the additional details of the rainfalls brought by the typhoon for the next three days,
03:38as early as today, we will experience the rainfalls brought by the typhoon Carina.
03:44The areas of Zambales, Bataan, and Calayan Islands will experience moderate to heavy rains.
03:51The rainfalls brought by the typhoon starting tomorrow, July 22,
03:55will also be stronger in the areas that will experience rainfalls.
03:59We may experience 100 to 200 millimeter rains.
04:02This is the heavy to intense rainfall in the areas of Occidental Mindoro, Zambales,
04:06Bataan, Benguet, Pangasinan, and La Union.
04:10Meanwhile, moderate to heavy rains are possible to be experienced in Abra, Cavite, Batangas,
04:16Northern Palawan, and in the southern part of the Ilocos region.
04:21By Tuesday, July 23, heavy rains will continue to bring heavy rains.
04:27These rains will continue to be sustained by the typhoon Carina in the Southwest Monsoon.
04:34Heavy to intense rains, 100 to 200 millimeters, will continue in the areas of Occidental Mindoro,
04:39Zambales, Bataan, Benguet, Pangasinan, and La Union.
04:44We will also experience moderate to heavy rains in the areas of Metro Manila,
04:49Northern Palawan, Cavite, Batangas, and in some areas of Central Luzon,
04:53in Tarlac, Pampanga, Bulacan, Abra, and in the southern part of the Ilocos region.
05:01In the mentioned areas, the areas that will experience the direct rains of Carina,
05:07as well as the Southwest Monsoon, or the heavy winds,
05:10we expect or continue to be prepared and alert to the dangers of floods and landslides,
05:16especially if the rains will continue to be experienced.
05:19It is also possible for our rivers and coasts to flood.
05:23We expect that the chances of floods will be higher,
05:26especially if we are in the elevated or mountainous areas.
05:33In the severe winds or the strong winds brought by Hurricane Carina,
05:37as of now, there is no increase in the tropical cyclone wind signal in any part of our country
05:41because of the truck, or the truck of Carina is far from our river.
05:47But we do not remove the possibility of increasing the wind signal,
05:51number one, in the extreme northern Luzon area and in the northeastern portion of the mainland of Cagayan,
05:57possibly by tonight or tomorrow, in anticipation of the strong winds brought by Carina.
06:04In addition to the strong winds brought by the typhoon,
06:07we expect that the Southwest Monsoon, or the heavy winds brought by Carina,
06:13we expect that it is also possible for strong winds to fall in some parts of our country in the coming days.
06:20Starting tomorrow, we will experience strong winds brought by the Southwest Monsoon in the area of Calayaan Islands.
06:30By Monday, July 22, the strong winds will continue in areas of Zambales, Bataan, Metro Manila,
06:39Calabarzon, Mimaropa, Bicol Region, and Western Visayas.
06:43And the day after that, on Tuesday, July 23,
06:46the strong winds brought by the Southwest Monsoon will continue here in Ilocos Region, Zambales,
06:53Bataan, Aurora, Metro Manila, Calabarzon, Mimaropa, Bicol Region, and Western Visayas.
07:01And in terms of our sea level, there are still no high gale warnings in any of our islands.
07:08However, our fellow fishermen will still be careful, especially here in the western section of Luzon,
07:14in the seaboards of Visayas and Mindanao, because it is still possible for us to experience
07:19strong winds brought by Carina and the Southwest Monsoon.
07:29And for more details on the truck and the intensity forecast of Tropical Storm Carina,
07:36we can see here in this truck image that starting today,
07:41the generally northwestward or the north-westward movement of Carina
07:46will continue until tomorrow.
07:50And after that, on Tuesday, Carina will move to the north.
07:54So generally northward is the movement of the storm on Tuesday.
07:58We can see here in this truck image that this northward movement will continue
08:03towards the northern boundary of our Philippine Area of Responsibility.
08:06So it is possible for this to come out of our PAR by Wednesday, July 24.
08:12After that, while it is outside of our PAR and far from our country,
08:16it will move north-westward.
08:21It is possible for this to pass through the area of Singkaku Islands outside of our PAR.
08:27And we can also see here in this truck image that it is possible for Carina
08:32to continue to intensify or intensify.
08:35It is possible for this to meet the Severe Tropical Storm Category by tomorrow.
08:39This rapid intensification will continue.
08:42It is possible for this to meet the Typhoon Category by Tuesday, July 23.
08:47So we are not removing the possibility of rapid intensification within the forecast period.
08:52We can see here in Carina's truck that this is far from our country.
08:57So mainly offshore are the storms brought by the storm.
09:00But even so, as I mentioned earlier, it is possible for us to increase
09:03the Tropical Cyclone Wind Signal No. 1 as early as tonight or tomorrow
09:08here in the area of Extreme Northern Luzon and northeastern portion of the Bay of Cagayan.
09:12And we should also be prepared for strong winds and storms
09:15brought by the Southwest Monsoon.
09:17Strong winds and storms are expected in the coming days.
