Kasabay ng paghahanda ng pulisya para sa ikatlong SONA ni Pangulong Bongbong Marcos, naghahanda na rin ang ilang grupo na magsasagawa ng kani-kanilang protesta. Ang alkalde naman ng Quezon City, may nilinaw sa naunang babala ng PNP kaugnay ng pagsusunog ng effigy.

00:30The police are busy setting up tents in front of the national law for the third State of the Nation Address of President Bongbong Marcos on Monday.

00:42They are wearing helmets and arnesticks. As of now, no group has been allowed in front of the law.

00:49Well, history will tell us, Sir Weng, that even though there are no permits, they are still forcing us.

00:56That's one of our anticipations and part of our contingency plan.

01:01That's why our GDN personnel are also there.

01:05We don't want any trouble to happen.

01:10That's why we are keeping an eye on it.

01:13The police are on full alert.

01:15Permits to carry firearms outside of residence are also suspended.

01:19Border control and checkpoints are also being set up in the surrounding regions of Metro Manila, such as Calabarzon and Central Luzon.

01:26But if the PNP clarifies,

01:27The rule when it comes to checkpoints is plain view.

01:31The vehicle cannot be allowed out, the checkpoints are prohibited, the dashboards and all, even the trunk cannot be disturbed.

01:40As of now, the PNP is not monitoring the security.

01:44The group of people is ready to burn the FEG.

01:48Even though the police said that they will arrest anyone who will burn the FEG.

01:52What they are doing is a threat.

01:54Their threat is that there is no compliance with the law.

01:58Earlier, Quezon City Mayor Joy Balmonte clarified that the FEG will not arrest anyone who will burn the FEG.

02:05We will not arrest anyone.

02:06In fact, the law mentioned by our QCPD with regards to FEG,

02:10When I studied the law, it refers to the distance.

02:14If within 100 meters, it is prohibited to burn the FEG.

02:21But beyond 100 meters, there is no law that prohibits it.

02:24The mayor said that they already gave the rally permit on Monday to two groups, Maka BBM and Contra BBM.

02:31The group of people already obtained their rally permit.

02:34The anti-permits were allowed up to Diliman Doctors Hospital.

02:37The pro-permits were given to Sandigan Bayan.

02:40What is really important is that there can be no rallies without a rally permit.

02:43We will not stop the rallies because we would like to preserve the right to freedom of expression and freedom of assembly, which is mandated in our constitution.
