00:10private institutions are instructed not to pay for their entrance exams without a visa.

00:21To be qualified, a Filipino citizen must finish as a student.
00:26He is one of the top 10% of graduates who will study in their school.
00:32He is from a family with a lower income than the poverty threshold set by NEDA.
00:37He must also apply for a college entrance exam in any private college or university in the Philippines.
00:43And he must meet the requirements of the chosen institution.
00:48The IRR will issue the Commission on Higher Education within two months
00:53with the assistance of the Department of Education.
