02:06Your Majesty, I know that you have strong
02:09personal connections to the UK.
02:12Having studied the very important history
02:15of cargo carrying on the Thames at Oxford University
02:19and even titling your memoir
02:22The Thames and I, after London's iconic waterway.
02:29Sir Walter Raleigh said,
02:31there are two things scarce matched in the universe,
02:35the sun in heaven and the Thames on earth.
02:41This quote is pertinent tonight
02:43because it contains symbols of both Japan and the UK.
02:49The silver thread of the Thames connecting us,
02:53Pache Sir Winston Churchill,
02:56and the sun representing Japan, Nippon,
03:02land of the rising sun.
03:05Our nations complement and support one another.
03:09And to paraphrase Raleigh,
03:11our close and deep friendship is scarce matched in the universe.

04:29to peruse the historical records
04:33concerning the history of water transport on the River Thames
04:38in the 18th century,

04:57to the continued development and prosperity of the City of London
