00:16Do you still receive text scams or calls from bankers?
00:22In December 2023, the SIM card registration law was implemented, which is far from criminal activities.
00:28But according to the Cybercrime Investigation and Coordinating Center, or CICC,
00:33there are still those who complain about their scams that they use unregistered SIMs,
00:39or that the registration is fake, or that it's someone else's name.
00:42And according to the CICC, these are different from the fake SIM cards raided by POGO and ScamHub.
00:49The CICC asked, what are the Telcos doing here?
00:54Based on their sample testing, the contents of the complaints of unregistered SIM cards,
00:59or SIM cards that have a fake registration, are true when it comes to scams.
01:23If somebody is accountable, or is there a glitch, or is there a need to improve the regulation.
01:31When the CICC asked the Telcos, it came out that the problem arose in the relaxation of security in the first wave of SIM registration.
01:39We're looking at P190 million. Many have escaped.
01:44The CICC also looked at the distribution hierarchy of SIM cards from the Telcos to determine
01:49who is the source of the unregistered SIM cards that are used in scams.
01:54The CICC is ready to release its entity and free agents who have a lack in transferring unregistered SIM cards.
02:02They will also carry out their investigation with the help of the National Telecommunications Commission this week.
02:08The GMA Integrated News asked for a comment from the Telcos.
02:13According to the CICC, there are more than 113 million unregistered SIM cards in the country as of July 30, 2023.
02:20Only 67% of the 168,016,400 SIM cards are believed to be in circulation.
