00:00 Talk to the media in the Ministry of Interior, Naqvi, Lahore.
00:04 Where did all these things come from?
00:07 There are some things and some things, we will share them with you.
00:12 The most important thing is that the relationship with China and Pakistan is very important for us.
00:21 Whether economically, politically, security-wise, or inter-nationally, it is very important for us.
00:32 Both countries support each other on different forums.
00:41 You can see how our cooperation is going on in the form of CPAC.
00:51 We are absolutely sure that they are working for our betterment and we are working for their betterment.
00:58 We are confirming with you that the terrorist attack on Chinese citizens in Pakistan was carried out on the territory of Afghanistan.
01:15 We are very worried about this.
01:20 These threats from the border are becoming more and more complicated for the security of the area.
01:29 They are compromising the security of China because this incident has been carried out from Afghanistan.
01:44 They have attacked China specifically on the Chinese security.
01:52 Pakistan has raised this issue with the Afghan government and has also emphasized that the terrorists are being carried out there.
02:02 You can stop them and take action against them. But we have not received any good results from the Afghan government yet.
02:15 We have increased security on our borders in this regard so that we can increase our checking system and do everything.
02:31 But still, they manage to get out of the way.
02:36 The Pakistani government knows what powers are behind this and they want to destroy our relations with China.
02:50 Despite this, we understand all these things and they are taking advantage of the weakness of the Afghan government.
03:05 Terrorists like TTP are being provided support in the border areas.
03:16 We have a lot of evidence of this.
03:21 TTP is operating against the interests of Pakistan and the Chinese.
03:31 They are also involved in terrorist activities.
03:36 In the recent attack on Chinese in Bishan, five Chinese and one Pakistani were martyred.
03:46 All the law enforcement agencies took this as a big task.
03:57 It was an impossible task because initially there was no evidence.
04:06 But they all together traced this case and found evidence.
04:14 They arrested the main people involved in this.
04:19 I want to assure the people of Pakistan that Chinese security is very important to us.
04:30 We have created new SOPs for this.
04:35 I will not go into the details of this.
04:39 We are doing all possible measures for their security.
04:45 The visit of the Prime Minister to China is also very important for us.
04:52 Economic cooperation with China is very important for our economy.
05:00 It is our responsibility to ensure the security of Chinese investors and workers.
05:16 All the evidence is that the Bishan incident was operated from Afghanistan.
05:25 The TTP has operated from Afghanistan.
05:30 Mr. Rai Tahir will tell you the details.
05:33 In the name of God, the most merciful, the most merciful.
05:36 On 26 March 2024, this year, there was a serious terrorism incident.
05:41 You will see everything in the presentation.
05:46 We are showing you the video on both TV screens.
05:51 You can see the video on both screens.
05:56 Next slide.
05:58 On 26 March, a Chinese engineer's caravan was going to Dasu Hydropower Project from Islamabad.
06:08 He left Islamabad in the morning.
06:11 He crossed Bishan.
06:14 He crossed Bishan and after 6 km, at 1.01 am, when he was heading to Dasu, he was overtaking a car.
06:23 When he was overtaking the car, a Chinese bus came close to him.
06:29 The car hit itself because there was a suicide bomber in it.
06:33 When he pressed the button, it flew away.
06:36 The car was so heavily pressed that it fell into a seven-hole drain and caught fire.
06:44 Five Chinese and one Pakistani driver were martyred.
06:48 Next slide.
06:50 We are showing you that as soon as this incident happened, it was taken very seriously.
06:56 Because it was an attack on the relations between Pakistan and China.
06:59 On this, the Minister of Internal Affairs and the Prime Minister immediately formed a joint investigation team.
07:06 I was heading this team.
07:08 The top officials of all departments were involved in this.
07:11 First of all, on the occasion...
07:14 Can you play the video?
07:16 No, sir. These are just pictures.
07:19 When the teams immediately reached the site, and if you look at the forensic analysis of the site,
07:25 first of all, if you can see this, this is the CCTV camera from the last bus recording the rest of the things.
07:32 This picture was taken from there.
07:34 When I told you that when the bus slowed down, because there was a turn there and they were overtaking the car,
07:40 then the suicide bomber blew up the car from which the Chinese car caught fire and they were martyred.
07:50 It fell into a ditch.
07:52 Yes, sir.
07:53 If you look at the second picture, you can't see any crater on the road.
07:57 This is the proof that the explosives were inside the car doors, especially on the right side.
08:05 And in the upper parts of the body, because it was not on the floor, there was no crater below.
08:09 Next, press.
08:11 If we show you this close-up, when the bus fell down 150 feet in the drain,
08:17 and there it is on fire.
08:20 If you look at it, the explosive caught fire when it exploded.
08:25 If you look at the left side, the mountain, when the blast wave returned and rebounded,
08:31 the intensity was so high that the bus fell into the drain.
08:35 So you have to tell that evidence of each thing was collected from there,
08:39 minute evidence was also collected and it was very beneficial.
08:43 When I will tell you how this whole case was traced by working from a single lead.
08:48 Next.
08:50 Now look at what we picked up from the spot.
08:53 You can see the parts of the car in which we got the chassis number of the car.
08:58 And from which we went to the international website and from their database,
09:04 we found out that this car was assembled in Japan, not imported to Pakistan,
09:09 but it went to Afghanistan.
09:11 And from there we will tell you how it was brought here by crossing the border.
09:15 So this was not a Pakistani car, it went to Afghanistan and came from Afghanistan.
09:20 This Toyota Witz was a silver car, its model was 2006.
09:25 In that, if you look at different places, you can see the body parts of the suicide bomber.
09:32 We collected all these body parts from the spot and sent them to the lab for forensic analysis.
09:38 In this, we collected all the things that were there.
09:42 If you look further, the most important lead that you can see now,
09:48 partially damaged and burnt, the suspected attacker's mobile phone was found from there.
09:53 It was lying near the car.
09:55 This forensic analysis was done, so from here we got the important lead
09:59 from which all the institutions worked to trace this case.
10:04 So this is very important that when forensic teams reach the scene immediately
10:08 and collect evidence, then some or the other lead is definitely left at the criminal scene.
10:13 Next slide.
10:15 If you look at this, in the analysis of that phone, we found out,
10:18 as soon as it was analyzed, CDR analysis and other things,
10:22 there were two SIMs in it, it was a dual SIM phone.
10:26 And when we did the analysis of the dual SIM phone,
10:29 we found out which SIM was inserted in both of them before this.
10:35 So when we did the analysis of those SIMs,
10:38 you see that we found out that there is a man named Adil Shahzaib,
10:44 and he had inserted SIM in it and he kept using it.
10:48 Then we verified it from Nadra, from its database.
10:51 So this Adil was from a small town in Jalalabad, in Uggi, in Mansehra district.
10:58 So he was a resident of that place.
11:00 Next slide.
11:01 And with that, the phone we found in the second image was of Shafiq Qureshi.
11:07 So Shafiq Qureshi was also identified.
11:09 We found out that this phone was used by two people before the suicide bomber.
11:14 And now they had inserted their SIMs in both of them.
11:16 We got clues from this.
11:18 And on its basis, the teams immediately worked on it and arrested them.
11:23 Next slide.
11:24 Now look at this, we did its investigation with these people.
11:29 So we found out what the Pakistani-based network is.
11:33 So first of all, we found out that this Adil Shahzaib was in contact with a terrorist named Hazrat Bilal.
11:42 So Hazrat Bilal was made a slave by TTP's Ameer Noorwali Masood in January.
11:49 Hazara Deviyan has made him his slave.
11:52 They call him a slave.
11:53 So they put him as their shadow governor.
11:59 In January 2024, on their telegram channel, Umar media ran all these things that Noorwali Masood appointed him.
12:08 And further investigation told us that he made this appointment because he had a task to hit Chinese nationals in Pakistan and especially in this area.
12:19 Next slide.
12:22 If you look at this, when we did further analysis, we found out from their telephone, other things and Adil Shahbaz's statement that the suicide bomber used was an Afghan national.
12:38 And his name was Mutaki.
12:41 He was told to be Mutaki.
12:43 He was also called Taqi.
12:45 And in that, they identified his picture.
12:48 That this is the same man.
12:49 When we did all the records and other things, we found out in this investigation that he is an Afghan national.
12:56 He crossed Afghanistan about 4 months ago from this incident and reached to this terrorist group from different places.
13:04 And then they prepared him so that he could explode this car on this occasion and cause damage.
13:11 Next slide.
13:13 If you look at this, you can see the commander of Hazara Walaya, Azharat Bilal, Adil Shahzaib and on his right you can see suicide bomber Mutaki.
13:24 This is basically the chain on which they worked and did this explosion.
13:29 Next slide.
13:30 Now what was the Afghanistan based network?
13:33 This is very important because this whole attack was planned in Afghanistan.
13:38 Direction was given from there and the terrorist group in Pakistan, TTP was used to execute this.
13:46 According to our analysis, our witnesses and evidence, there were two very important people who arranged all this.
13:55 The first person was called Khan Lala.
13:58 Khan Lala.
13:59 And he was using an Afghan phone.
14:01 And the person with him was Qari Asadullah.
14:05 Both of them planned there and in their planning, they approved their plan from Noor Wali Masood.
14:12 Because our analysis tells that in the days of planning and when the execution took place, Noor Wali Masood was present in Kunnar, Afghanistan.
14:20 So when they planned there, the question was raised that which car will be used and which suicide bomber will be used.
14:29 I told you that the suicide bomber was sent to Pakistan from another route 4 months ago.
14:35 And now this car, this is basically, they have a small town near Chaman, they have started the border from there.
14:42 And I will tell you how it passed from Malakand to this point.
14:48 Next slide.
14:49 Next slide.
14:51 If you see this, then...
14:54 Can you play the audio?
14:55 No sir, audio is not available.
14:56 I will tell them that way.
14:58 If you see this, then this is the picture of the case.
15:02 And after that, next.
15:04 If you see this on number 2, then you can see here that...
15:09 Yes, I have it.
15:13 Yes, number 2 is that in November 2023, 4 suicide bombers had crossed in Pakistan.
15:24 And they were ready that they were raided.
15:28 Five suicide jackets were found from there.
15:30 And two suicide bombers, Muteki and one more, had moved from there a few minutes ago.
15:36 And then they came to Swat from there.
15:38 Next slide.
15:39 You see on the third number that between 9 December 2023 and 5 January, the suicide bomber Muteki was moved from Swat.
15:48 And he is a terrorist facilitator Fasiullah.
15:51 He was brought to Haripur.
15:53 Fasiullah is also arrested at the moment.
15:56 Next slide.
15:57 If you see on the fourth number, then on 5 January, Faizullah takes the suicide bomber.
16:04 And he makes that Muteki travel from Haripur to Mansehra.
16:08 And he brings him to Mansehra and hands him over to Adil Shahzaib.
16:11 Next slide.
16:12 Between 5 January and 26 March, Adil Shahzaib handles the suicide bomber.
16:19 And he shifts him to Shafiq Qureshi's house in Uggi.
16:23 This is in Mansehra.
16:25 And he keeps Muteki there.
16:28 Between 17 and 19 March, he makes a recking of the situation.
16:31 Hazrat Bilal brings him and makes a wrecking.
16:34 So that he can make a blast there on 26 March, which is his day.
16:39 Next slide.
16:40 Now we will tell you about backtracking and vehicle.
16:44 Basically, I told you that this vehicle came from Afghanistan to Pakistan.
16:49 When he bought the vehicle in Afghanistan, Khan Lala and Qari Asadullah,
16:55 the point was how to send it to Pakistan.
16:58 Then he found a man named Imran Swati.
17:01 Imran Swati has a showroom in Malakand.
17:05 In Chakdara.
17:07 He contacted him on the phone, that can you send this vehicle from our Afghan border to Malakand.
17:14 He said, yes, I will do it.
17:16 But I will charge more for it.
17:18 Because it has explosive fitters and all these things.
17:21 So I will charge Rs. 2,60,000.
17:23 Tell about this picture.
17:25 In this picture, the same vehicle that was blasted, you can see it.
17:28 It is standing in Afghanistan to be sold at that time.
17:30 In this picture.
17:32 The picture that the minister is showing you, I was going to tell you that basically all this has been extracted.
17:38 This is done from the phone of Adil Shahzaib.
17:40 It is done from the phone of Imran Swati.
17:42 Because Imran Swati, who is a car dealer.
17:44 And behind him is Khan Lala and Qari Asadullah.
17:48 When they talked, all these things are saved in the phone.
17:52 Even if you delete it, but when you do forensic analysis of it, those things come out of it.
17:58 So you see there that it is standing to be sold.
18:01 When he bought it, he took a picture of it.
18:04 After that, as the car moved in Afghanistan, Khan Lala kept sending pictures to Imran.
18:10 And kept telling that we have reached a point, now send your people to the border.
18:14 So if you see that the main suspect is Imran Swati.
18:18 The owner of the individual vehicle trader, then we arrested him.
18:22 It happened that Qari Asadullah and Khan Lala told Imran that when you deliver the car in Pakistan, you will get the money there.
18:33 He sent his people to the Afghan border.
18:37 This car starts from there.
18:39 And then it runs there, Imran uses four people.
18:43 One from the Chaman border to Quetta, Kuchlak.
18:47 The second to Kuchlak, from Quetta to outside Quetta.
18:52 The third to Yob and the fourth to Yob to Darazinda.
18:57 They bring this car there.
18:59 Imran and his driver go there and bring the car forward.
19:03 Next slide.
19:04 It is interesting that when they bring the car here, then Imran calls Adil Shahzaib.
19:16 And Adil Shahzaib, Hazrat Bilal also calls him to go and collect the car.
19:22 Next slide.
19:23 If you see this, on number two you can see that between 1 to 13 March, the vehicle smuggled by Imran Swati from Afghanistan to Chakdara and parked at Afridi Motor Chakdara.
19:35 You see that the picture is also present.
19:37 The investigating team has preserved everything in this.
19:44 Forensic evidence of everything is used.
19:46 Next slide.
19:47 On number three, see that on 15 March 2021, this vehicle collects Adil Shahzaib on the instructions of Hazrat Bilal and then brings it forward from Chakdara.
19:58 Next slide.
19:59 See this, on number four.
20:01 Next slide.
20:02 If you see on number four, then on 15 March, this vehicle is transported from Chakdara and brought to a pump in Thakot.
20:12 Next slide.
20:13 And here, this vehicle hands over to Hazrat Bilal and he puts this vehicle in a pump in Thakot.
20:21 This vehicle is parked there till 26 March and the pump's owner, the watchman, is paid daily.
20:33 Daily, our vehicle is parked.
20:35 If you see this, these pictures were taken from Afghanistan and we have taken it from the analysis of the telephone.
20:42 If you see, in the first picture, the vehicle was not yet fit in this.
20:47 It was not yet fit in this.
20:50 After that, if you look at the second picture below, then when it was taken at the next location, which is taken from CCTV cameras and phones,
20:58 if you see, there are dents in it, they have fitted explosives in it.
21:04 This is done in it.
21:06 So, this means that this vehicle was also prepared in Afghanistan, the vehicle was transported from Afghanistan, the suicide bomber train was also in Afghanistan, and that transport was also from there.
21:17 All this attack was planned in Afghanistan, it was directed from there.
21:22 The leadership of the TTP did it as a flagship project, which further investigation shows that they collected a heavy amount from our opposing intelligence agencies.
21:34 Apart from this, because its task was to spoil the relations between Pakistan and China in every possible way.
21:39 And if Chinese citizens are martyred here, then definitely the Chinese government will discuss it with Pakistan.
21:47 And the investment that we have to come to Pakistan will be disturbed.
21:50 Next, come.
21:52 Now, I have to tell you that finally, so far we have arrested the main accused in this.
21:58 Among those 11 who are accused of terrorism, Adil Shahzaib, Shafiq Qureshi, Zaid Qureshi, Nazir Hussain, Faizullah, Fasiullah, Imran Swari, Sakhaullah, Abdullah, Abdur Rahman and Kamal Khan have been arrested.
22:13 They are currently in physical custody, on remand, with CTD KP.
22:18 And as soon as their remand is complete, all the evidence has been collected, then their record will be collected in court.
22:27 And after collecting the record, we are going to do a strong prosecution of them.
22:35 And we are going to do the same request to the court that they should be given the strictest punishment as a result of the trial.
22:42 So that this becomes an example for everyone and no terrorist can attack anyone in the future.
22:49 And especially our Chinese friends have zero tolerance for any attack.
22:56 This is a good example of a joint investigation, in which all the institutions, all the intelligence agencies, all the institutions that implement the law, and all the other people helped CTD KP.
23:11 This whole incident has been traced in the lead of CTD KP.
23:15 CTD KP is working very hard, although they have developed themselves in a very short time, but they are working very hard and we are trying our best to support them as much as we can.
23:28 I would like to tell you that we are requesting the interim government of Afghanistan to arrest Bakhtiar Shah, Qari Abdullah and Khan Lala immediately.
23:46 And especially the TTP's leader Noor Wali Mahshood and Commander Malakat Azmatullah Mahshood.
23:54 And all the TTP's main leadership should be arrested immediately.
23:59 We want good relations with Afghanistan, but this is only possible when they support us.
24:06 And here they will not let their land be used against us for terrorism.
24:10 They need to take action. We are ready for good relations, but it is necessary that they arrest the terrorists who are present there, trial them or hand them over to us.
24:22 Sir, it is clear from your press conference that Afghanistan has been used, and the safe havens of terrorists are being supported by another country.
24:36 Who is that other country that has built its safe havens there?
24:40 And who is supporting TTP, who crosses the border and makes our armed forces and civilians proud in Pakistan.
24:48 Please pinpoint that, because the government has already come to the fore.
24:52 I am talking about India. Please tell us how much is the government ready to support TTP?
24:58 We have a lot of evidence that shows who is supporting TTP.
25:02 And in simple form, every country that cannot see Pakistan's economy rising, and every country that does not want Pakistan to progress economically, is working against it and is a part of the conspiracy.
25:22 Sir, this incident was a very speedy one, as we have seen, people have been arrested for breaking and massacring.
25:30 Do you think that the demands that you have made for the arrest of the terrorists in Afghanistan will be implemented in a detailed manner?
25:38 There have been many incidents like this in the past.
25:41 Look, our demand is very strong and I would say that if we do not want to have good relations, then one after the other incidents of terrorism will happen.
25:54 This is not possible.
25:56 This is our wish and our priority is to have good relations with Afghanistan.
26:01 But in this case, if the headquarters of TTP remains like this and they operate from there, then things will be very difficult.
26:10 Sir, the border between Pakistan and Afghanistan is being built outside, and all the accused have been arrested, which means that the doors are open.
26:18 In all this scenario, the Afghan refugees in Pakistan, especially, who somehow link or are not legally present or are not on any kind of document, how do you take them?
26:30 Look, the illegal ones are Hawani or anyone in Pakistan.
26:33 It is very clear to us that they will have to leave Pakistan.
26:40 Those who have official documents, those who have UN documents, those who have any official thing because of which they have a visa to Pakistan, we will not say anything to them.
26:45 But those who do not have any of this, they will definitely have to go back.
26:49 Sir, tell us how you have raised your voice on this issue, you have discussed the Afghan government, but yesterday, a Japanese officer was martyred, a reporter was martyred.
26:59 It was also said that the terrorists were using American weapons from Afghanistan, so Pakistan came and carried out this investigation.
27:05 So what is the difference in this? What is its B plan? If the Afghan government cannot carry out any investigation on this, then what is the plan of Pakistan?
27:12 Then the government will make its own decision.
27:14 Sir, tell us, the border between Afghanistan and Pakistan is 2400 km.
27:20 2400?
27:21 Yes, yes. So, the people who cross the border, the terrorists, they go up and say that we have increased the forces of our school.
27:30 You take them to the border, then you will know what kind of border it is.
27:33 They have gone out of the country.
27:35 It is not possible humanly. There is a border, there are villages on that side, half of the population is living here, half of the family is living here.
27:42 Plus, even after putting up a barrier, there are some 80 km where there can be no barriers. Plus, the roads are such, their families are such that they come out.
27:52 You will have to understand that region a little in that respect.
27:55 We are still doing what is humanly possible to put up a barrier.
28:00 I think we have a barrier of two or three hundred km left, but all our people, all our civil armed forces who are on the border,
28:07 they are working hard day and night, fighting with them, doing everything, but despite that they come out.
28:13 There is no doubt about it, but it is because of the train, it is not because of any ill will.
28:17 As Mr. Raitar said that the car left Chaman and then reached BK Bishan,
28:25 in this whole scenario, was this car checked in any police station?
28:30 Yes.
28:31 And why was it not caught?
28:33 It was checked and as they say, routine checking was done.
28:39 It was checked in two to three places.
28:42 They took out a shortcut, they took out a shortcut on the way, but it was checked in two or three places and the police checked it.
28:50 The question of Qasim is very relevant.
28:53 The non-custom cars that enter Pakistan, there is no check and balance anywhere.
29:00 One car is running.
29:03 If you go to KPK or the border area of Balochistan, there are non-custom cars.
29:11 For that, yesterday, there was a discussion in the meeting of SIFC, CM KPK has also given suggestions,
29:17 the government of Pakistan is also working on it.
29:20 This is such a thing that there is a situation in the area that these cars have been used there for 75 years.
29:27 But for the first time, it has happened that how to register those cars, we are already working on it.
29:33 Sir, you will tell that these incidents are due to which our international investors are also afraid.
29:41 And what measures should the government take to prevent such incidents?
29:45 Look, the measures that are in front of you, the point is that we all have to face terrorism together.
29:53 And terrorism, the first thing is that we are doing our maximum efforts to follow their SOPs.
30:04 Despite that, if someone is successful in entering somewhere, we do not think that God willing,
30:09 but all IGs of all four provinces, AJK, Gizgit, Balochistan, all are working on their own.
30:17 Because definitely, all this is the responsibility of the provinces.
